An international organization is inviting applications for the position of Manager - HR & Administration to be based in Islamabad.

 Requirement: This is a senior position and the candidate should have the ability to lead and develop the HR/Administration department of the organization. He/she has to serve as a knowledgeable resource for the senior management having demonstrated ability and experience in employment law, compensation, organization planning, recruitment, employee development, office administration and procurement regulations.

Academic qualification & experience:

  • Master degree in Human Resource Management / Administration or relevant disciplines.

  • Excellent computer skills including understanding of Local Area Networking and use of computer applications and software for HRM. Should be able to provide support to end-users with IT related problems.

  • Minimum 7 years of experience in HR management, Administration, IT and procurement.

  • Excellent written & spoken communication skills.

Duration of contract: 1 year (starting January 2015) with possibility of extension

Objectives

  • Effective and efficient administrative support system in place to ensure smooth running of the operations.

  • HR standards and procedures are implemented in the office.

  • Organization’s standard procedures related to procurement are implemented in the office.

  • Support provided to implementing partners in the fields of HR, Administration and Procurement.

 

Functions                                                                                       Duties

Effective and efficient administrative support system in place to ensure smooth running of INGO office operations in Pakistan.

 

 

-  Coordinate all administrative support functions such as vehicle fleet management, logistic support, transportation etc.

- Manage and monitor IT requirements and data storage facilities of the office.

-   Maintain appropriate filing system to ensure safe keeping of relevant data/documents.

-   Ensure proper repair & maintenance of office premises and equipment.

-  Ensure proper management of expatriate staff accommodation, office premises & facilities.

 

-   Liaise with local authorities on matters related to registration, travel NOCs, resident/visit visas for expats/foreign visitors etc.

 

-   Organize and facilitate training workshops and seminars in coordination with relevant program staff.

-           

Organization’s standard procedures related to procurement are implemented in the office.

 

-   Prepare annual procurement plan in consultation with department heads and CR and ensure implementation.

-   Procurement of office assets and consulting services according to established routines and guidelines.

-  Keep an updated record of INGO properties and resources including inventories, vehicles and equipment.

-   Ensure efficient use of office resources and keeping all assets and equipment in working order.

-    Conduct physical verification and tagging of all assets on regular basis.

-   Keep procurement manual updated according to established standards and ensure compliance.

-   Responsible for all contracts in relation to house rental, office rental and engagement of consultants for different services.

 

HR standards and procedures are implemented in the office.

 

 

-    Ensure personnel policies are in place and are in accordance with local Labor Laws and global regulations.

-    Ensure that HR standards and procedures are implemented and respected by all staff.

-   Provide assistance in recruitment process of employees and consultants.

-   Management of staff related documentation including contracts, attendance, leave record, complaint handling and staff benefits etc.

-    Facilitate capacity building and skills training of all staff in the Administration and HR unit.

-   Assist CR/Line Managers in staff Performance Development Review (PDR) process.

Support provided to implementing partners in the fields of HR, Administration and Procurement

-   Assess implementing Partners capacity building needs related to HRM, Administration and Procurement.

-  Monitor and provide necessary support in order to ensure compliance to Audit/donors standards.
