Position Summary:

The Field Engineer Officer is responsible for supporting the implementation of grants, specifically rural infrastructure projects, in assigned areas. Responsibilities include providing engineering expertise to the development, construction, monitoring and evaluation of medium and small scale infrastructure projects throughout the target areas.

 

Reporting & Supervision:

The Field Engineer Officer reports to the Senior Engineer & Environmental Compliance Officer and coordinates closely with other agency-level field officers.

 

Primary Responsibilities:

  • Supervise and monitor technical and engineering components related to project implementation in assigned region.

  • Assist with creating bills of quantity, material specification lists and other technical documentation related to design, cost estimation and implementation of infrastructure projects.

  • Maintain working relationships with local community members, contractors, and other field staff.

  • Facilitate activities that assist the Senior Engineer & Environmental Compliance Officer to liaise with community leaders, individuals and groups to identify, prioritize and implement infrastructure projects that meet community needs.

  • Support the administration of grants, as needed.

  • Track physical progress of grants.

  • Maintain written log books for each grant and report weekly on the status of grants to the Senior Engineer & Environmental Compliance Officer.

  • Assist Procurement in verifying the quantity and quality of materials delivered to grants sites.

  • Additional duties as assigned.

     

    Physical Demands:

  • While performing the duties of this job, the employee may occasionally be required to lift and/or move up to 20-25 pounds.

 

Required Skills & Qualifications:

  • Associate Diploma in Civil Engineering.

  • Four years extensive experience in rural development infrastructures activities.

  • Practical experience in the field of community infrastructure planning, designing and implementation.

  • Experience with donor-funded grants implementation.

  • Experience in government infrastructure rehabilitation preferable.

  • Excellent communication and negotiation skills.

  • Ability to work under extreme pressure, in difficult conditions while maintaining security awareness. 

  • Ability to work effectively with colleagues from varied cultures and professional backgrounds.

  • Spoken and written fluency in local languages required.

  • Fluency in English strongly preferred.
