Position Summary:

The M&E Field Officer’s primary responsibility is to support implementation of a monitoring and evaluation system within assigned Districts and/or Agencies. The M&E Officer is required to gather, analyze and process complex information related to all aspects of program activity implementation. The M&E Officer will conduct his/her work according to an established standard operating procedure for collecting data, monitoring project progress and processes, measuring program inputs/outputs, and report writing.

 

Reporting & Supervision:

The M&E Field Officer reports to the Senior M&E Specialist and coordinates closely with other agency-level field officers.

 

Primary Responsibilities:

  • Coordinate weekly with M&E team to determine priority tasks.

  • Conduct at least four site visits during the project implementation phase for each grant in assigned area (consensus meeting, bidding ceremony, site visit, indicator verification visit).

  • Support generation of a “routine monitoring report” (RMR) according to an approved template for each site visit prior to the indicator verification visit.

  • Assist with accurate interpretation of Bills of Quantities (BoQ) and grant database files shared by head office to determine indicators for which the Officer will be evaluating projects.

  • Support drafting of “final evaluation reports” (FER) based on prescribed format after visiting grant sites for verification of indicators.

  • Identify lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in FERs.

  • Share observations from monitoring visits with Senior M&E Specialist if findings demonstrate questionable actions.

  • Meet with community members, consensus jirga members and government officials to collect required feedback.

  • Assist Grants Officers when developing impact assessments, success stories and weekly reporting.

  • Assist Grants Officers if additional information is needed to close grants.

  • Undertake comprehensive analysis of large numbers of projects based on history of site visits.

  • Present findings to Senior M&E Specialist in a concise and professional manner.

  • Participate in professional training and development activities as necessary.

  • Contribute to the development of the program team by modeling positive and productive professional work relationships.

  • Represent the program positively and professionally in both internal and external environments.

  • Other tasks as assigned.

 

Physical Demands:

  • While performing the duties of this job, the employee may occasionally be required to lift and/or move up to 20-25 pounds.

 

Required Skills & Qualifications:

  • University education strongly preferred

  • Three years of work experience in development sector, experience working with international organization or government highly desirable, particularly in the area of M&E

  • Ability to work, live and travel extensively in FATA

  • Ability to work as a member of a dynamic team with varied reporting lines.

  • Demonstrated report writing skills

  • Spoken and written fluency in local languages

  • English language ability strongly preferred

  • Ability to conduct interviews with community members and government in security-sensitive areas
