Hiring of Consultant for disaster risk management Trainings & Mock Drills” 

 

1. Background

Rural Development Project (RDP) is a non-profit and non-governmental organization working for the empowerment of poor and vulnerable communities in Pakistan. In partnership with Oxfam Novib, RDP is implementing Community based disaster risk reduction project in district Nowshera. The overall Goal of the project is: “To increase disaster resilience of vulnerable communities through raising awareness and increasing preparedness and response capacities of local communities, CSOs and authorities on DRR in district Nowshera. The cross cutting themes include, mainstreaming gender, environmental conservation, community participation, mainstreaming needs and rights of vulnerable communities.

2. Purpose

Purpose of this activity is to enhance the existing capacity of target community in community based disaster preparedness and mitigation measures, and to reduce the existing vulnerability in targeted areas of KPK. Specific Purpose of the activity is to; to capacitate the Identified & organized local community structures, so that they can provide different services such as first aid, search and rescue and other emergency response support in case of any emergency.

 

1                          The consultant will conduct the trainings of the UDMCs in their targeted union council (total 3 UCs). The Consultant will conduct the trainings to increase the disaster preparedness and response capacity of vulnerable communities. Listed below are some of the key topics of 3 days trainings

• First Aid Training including kit
• Search and rescue operation training
• Relief coordination and Distribution training
• Emergency shelter management training

2                      In targeted areas of the project the consultant will be actively involved in organizing and supporting union council level disaster early warning committees to organize special drills(total 13 mock drills) in preparation for floods selected participants.  The key messages should highlight the importance of the early warning system that could save lives and reduce the property damages through receiving information and act and respond to the uncertain threat to the flood.

These trainings will be conducted by the selected consultant / institutions. Preference will be given to the specialized training consultant firms / institute and training centers for the conduction of these training sessions at community level.

 

Once agreed, consultant will develop training content & training module for the training. Training content & Module will be reviewed and finalized by RDP

Trainings module will be developed keeping in view the following

• First Aid Training including kit
• Search and rescue operation training
• Relief coordination and Distribution training
• Emergency shelter management training

A separate module will be developed for One day Mock drills Simulation exercise and sessions

Hired consultant will conduct these trainings, along the mock drill session in the target area (As mentioned above). RDP will facilitate in selection of the Vanue and participation of the community members. RDP will organize the trainings in the target area and will provide necessary logistics support to materialize the trainings.  Although RDP will try to facilitate hired consultant in term of travelling, accommodation etc.  But consultant will be responsible for his own accommodation and travelling during the whole consultancy tenure.

Summary of the required deliverables:

 

The training consultant will develop and share the training and mock drills module. This will be reviewed and finalized by RDP.

Hired consultant will conduct trainings and mock drill session , detail is given as under :

Selected trainer will share the trainings report after the completion of the activities. Consultant is required to submit separate Reports for DRM training and Mock drills, Consultant is required to share these reports with RDP, within 7 working days after completion of the activity. These reports will be consider final after approval by program Manager RDP.

 

4.  Duration

One Month

5. Award of Contract

An agreement shall be executed at the time of award of this work between RDP and the successful organization/individual.

6. Reporting/Supervision

The consultant will report to the Program Manager Livelihood and emergencies [Mardan office] during the whole contract period.

7. Completion of Task

Selected consultant will have to facilitate RDP by providing all the above mentioned deliverables before the agreed deadline. Both consultant and RDP will decided the suitable deadline for required deliverables.  

8. Releasing of Funds

The release of funds will be made in three installments.

40 % at the time of agreement singing as mobilization advance.

20 %  upon completion of required activities & submission of the desired deliverables

40 % upon approval of the final work, by the Program Manager RDP .

9. Closing date for the proposal submission

21 October 2014
