Community Appraisal and Motivation Programme (CAMP) is a national non-profit and non-governmental organisation established and registered in May 2002, under the Societies Act of 1860 (Registration No. 192/5/2946). We work with some of the most underprivileged communities in Pakistan; responding to emergencies, improving access to quality health and education, creating livelihood opportunities and working closely with communities and government departments to promote human rights, peace and security.

Department Objective:  To support achievement of CAMP vision and ensure that all CAMP monitoring and evaluation functions are implemented efficiently and cost-effectively, providing high quality services and information to 'clients' at different levels of CAMP.

Project Objective: The objective of the project is to reduce vulnerability of target communities in KP to disaster, by building disaster preparedness services through volunteer groups.

Job Description

Job Summary:

The Monitoring and Evaluation Officer will implement the M&E Systems and build capacity of CAMP staff and partners (if required) to utilize the system. This includes collecting, compiling and analyzing relevant data.

Key Responsibilities:

  • Prepare and review program documents with respect to the M&E requirements
  • Ensure proper and accurate data collection, conduct baseline study and maintain project database
  • Liaison with local stakeholders to regularly monitor and evaluate all activities as well as the effectiveness and impact of projects in meeting the targets set in the planning & monitoring documents
  • Facilitate planning, developing, managing, coordinating, monitoring and evaluating project activities in accordance with the project documents, project description, and budget provisions with guidance of supervisor
  • Prepare and review monthly work plans with supervisor to ensure appropriate utilization of organizational resources, and in line with projects documents
  • Make regular visits to all beneficiary sites within the project area to assess and verify existing beneficiary project needs, problems, delivery and utilization of project inputs and support to project beneficiaries, and advises their concerns accordingly   
  • Facilitate production and timely submission of monitoring reports 
  • Assist in the production and review of project monitoring and evaluation guidelines, and assist staff in analyzing and interpreting M&E data and building their capacity in M&E
  • Help to develop monitoring tools to check and report on the quality of implemented activities
  • Document and disseminate best practices and lessons learnt
  • Represent CAMP positively and professionally both inside and outside the organization.
  • Participate in integrated planning and cooperation, and help identify opportunities for future projects.
  • Adhere to CAMP policies/procedures including finance, human resources, security, procurement and logistics; and ensure staff compliance.
  • Participate in learning and development opportunities.
  • Perform any other tasks as required by Project Manager with consent of supervisor.
  • Perform any other tasks as assigned by the supervisor or Founding Chief Executive.

Note: Senior M&E Officer will be responsible for performance management of M&E Officer, and approving their work plans, daily activities, leaves and other job related matters.

Working Conditions & Travel:

The position is based in Peshawar with regular travel to field areas and some travel to Islamabad if required.

Person Specification

Education and Experience:

  • Masters Degree from HEC recognized university in a relevant discipline/social science

Experience, Skills & Competencies:

  • Minimum 3 years of work experience in the development sector in M&E
  • Candidates with experience in disaster management field will be given preference
  • Flexibility working late hours
  • Microsoft office experience (word, excel, outlook express, internet, PowerPoint) and preferably project management software
  • Excellent verbal, written and presentation skills in Urdu and English
  • Experience of working in teams
  • Experience of planning and organising work
  • Time management skills and reporting writing experience
  • Having organisational commitment, personal integrity, ability to work with diverse groups of people and respect for others
