PURPOSE OF POSITION:

To provide leadership and administrative management and ensure all program interventions are strategic, effective, meet designated goals and objectives, are informed by and participated in by target communities, and are delivered on time and at the same time ensure quality. Making certain that appropriate structures, staffing, management and resources are available and policies adhered to and correspond to the standards set by the region and the WV partnership ministry directions.

Major Activities: 

  • Contribute to the long-term WV Pakistan strategic planning process
  • Successfully contribute towards implementation of the Country Strategy within Pakistan
  • Contribute to sectoral and thematic strategy development
  • Actively pursue and develop internal and external linkages consistent with the vision, mission statement, core values and overall organization objectives.
  • Use assessment and evaluation reports in identifying potential funding opportunities for priority programs and projects that fit within the strategic framework of WV Pakistan.
  • In close collaboration with the Program quality Director, identify the key areas for future long term development programs and projects and liaise with donors and other relevant stakeholders to complete relevant research to prepare and secure winning proposals.
  • Work closely with Programme Quality Director to develop proposals that will ensure adequate resources are mobilised on time for project implementation.
  • Ensure that accurate information on possible programmes/projects to the PQ department
  • Liaise with local/government authorities and participate in meetings and assemblies initiated by local government, NGOs, other stakeholders and communities.
  • Facilitate the national office in maintaining effective relations with current and potential donor representatives both within country and at Support Offices, to ensure adequate funding
  • Facilitate the Research, Design, Monitoring and Evaluation (RDME) quality of private and grant projects including the implementation of the Partnership LEAP Program and Transformational Development Indicators initiative, as well as, inclusion of cross-cutting themes in all programming as applicable
  • Facilitating the DME Manager in design and implement of community based monitoring and evaluation system for the private and grant projects.
  • Provide input to the development of the detailed implementation plan (DIP) detailing operational, capital budgets and monitoring and evaluation schemes with inputs from the Operations Director
  • Oversee coordination between program staff, support departments and technical sectors
  • Periodically review of the DIP to monitor operational and programming activities.
  • Oversee the quality of the Area office operations by getting structures together, standards operationalised and required staffing and resources available. 
  • Understand the financial aspect of the AO operations to ensure responsible spending and utilization of AO resources in coordination with IPM.
  • Oversee the monitoring and evaluation of budgeted and actual expenditures with implementing partners, the Grants Coordinator, Finance Manager and Programme Director on a monthly basis.
  • Ensure that all project financial reports are produced, correct, in the required format, and sent to donor’s or national offices prior to the date required (only oversee)
  • Participate in financial audits and financial audit follow-up (management response, corrective actions)
  • Oversee and ensure a thorough and fair process for the assessment of current and potential future implementing partners, including creation of assessment tools (with support from Finance and HR departments), on-site assessment visits, principled selection of partners, and formal feedback to implementing partners and potential partners
  • Oversee and ensure the provision of high-quality technical support and capacity building to implementing partners and potential partners
  • Maintain strong and respectful working relations with implementing partners that embody a solid, fair, and balanced approach to partnership
  • Support implementing partners in the transition process at the end of project implementation, ensuring sustainability of project outcomes
  • Ensure partner capacity to deliver high-quality project planning, project implementation, financial reports, and narrative reports, on time and within budget. Utilise a positive troubleshooting approach to help resolve performance shortcomings quickly and effectively.
  • Initiate and strengthen social mobilization in the areas of program implementation following WVP Social Mobilization policy and operationalizing the Social Mobilization Strategy
  • Ensure that recruitment of AO staff follow HR recruitment policies and guidelines
  • Maintain a positive working relation with the staff by demonstrating consistent and effective management and leadership roles.
  • Ensure development of performance agreements, staff development plans and periodic evaluation of staff to maintain quality human resources in the AIP.
  • Ensure that required periodic reports on the AO operations, finances and related activities are made and submitted to concerned bodies at various levels – UCs, tehsil, field and national offices
  • Facilitate the advocacy team in identifying the strategic issues in terms of the area of operations.
  • Technically back stopping the advocacy officer in the engagement of community and government officer
  • Oversee the security department at AO level also by providing timely decision and helping in identifying possible security threats
  • Ensuring that any security threat is mitigated and dealt with on time
  • Overseeing communications department and facilitating them in getting required stories and communications material

 

Knowledge, Skills and Experience:

  • Masters degree/University degree in any of the relevant field - management, business management, rural development, development studies or social sciences
  • 5-7 years proven experience in development programme planning and project management
  • Work experience in complex  emergency /rehabilitation settings
  • Fluent in English, preferred knowledge of the local language
  • Good management and supervisory skills with development workers and field staff, ability to manage conflicts
  • Good understanding of Human Rights, different approaches of development. Good understanding of Gender and Child rights.
  • Knowledge of the geographical location
  • Have understanding of Matrix structure and have working in it. Able to identify conflicts and manage them before they escalate
  • Understands and values diversity and maximizes diversity to achieve organizational goals
  • Have good understanding of the function of support departments
  • Strong communication and negotiation skills with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
  • Ability to work effectively under pressure
