General Background and Position Description

USAID Power Distribution Program (PDP) is providing assistance to the government owned Power Distribution Companies of Pakistan (DISCOs), with the aim to curtail losses, enhance revenues and have a well regulated power distribution system in Pakistan.  PDP’s assistance, in its current phase, is geared towards Multan Electric Power Company (MEPCO) and Peshawar Electric Power Company (PESCO) and will end in Septmber 2015.

Under the direction and supervision of the USAID Power Distribution Program (PDP) Resident Engineering Manager at Peshawar Electric Supply Company (PESCO) or Multan Electric Power Company(MEPCO), the Design Engineer will perform planning, analysis and design work for various technical interventions being carried out in PESCO or MEPCO by USAID/PDP. This position will be responsible for generating Work Orders and Technical Proposals including Geographic Information System (GIS) Maps, Sketches, Bill of Quantity (BOQs), Staking Sheets for a number of projects including but not limited to installation of Completely Self Protected (CSP) transformers, Outage Reduction Devices (ORD), Quadruplex (QUAD) Cable and Aerial Bundled Cable (ABC) Cable. This position will also be responsible for coordinating with and approving Staking Sheets prepared by the contractor responsible for installation of ABC Cable in PESCO or MEPCO. The incumbent with liaise closely with PDP Field operations and DISCO Planning & Engineering (P&E) Center engineers for all design activities performed.   

Relevant Experience:

 

  • B.Sc. Engineering with minimum of Seven (7) to Ten (10) years field experience OR Associate Degree/Diploma in Engineering with minimum of Ten (10) to Fifteen (15) years of experience OR Line Superintendent from a Distribution Company (DISCO) with minimum of Fifteen (15) to Twenty (20) years’ experience in distribution system planning, design, engineering, construction or operation of an electric utility.
  • Previous experience with an Electrical Utility specifically with a DISCO will be an asset. Previous work with a consultant or a contractor associated with a DISCO on distribution system will be considered desirable.
  • Knowledge of the DISCO environment, ability to speak Urdu language and an established reputation within the DISCO community are highly desirable assets for this position.
  • Knowledge and experience in power flow analysis and basic secondary circuit analysis.
  • Knowledge and experience in use of GIS mapping.
  • The candidate preferably will be from either Khyber Pakhtunkhwa or Multan and must be familiar with the local environments in Peshawar or Multan.
  • The candidate must be able to use his/her own transport and mobile for work related travel and communication.  
  • Demonstrated good communication skills (written and verbal).
  • Willingness to learn and operate in a strong team environment.
  • Ability to work within schedules and deadlines.
  • Ability to establish and maintain effective working relationships and communications with DISCOs management, DISCO employees, and field project colleagues.
  • Ability to organize work, establishes priorities, meet established deadlines, and follow up on assignments with a minimum of direction.

Job Description:

Specific assignments of the position will be as under,

  • Provide technical assistance to DISCO P&E to use GIS LT mapping and SynerGEE analysis to determine ABC conductor size and basic configuration for each transformer in the ABC contract scope. Provide this information to FO and to the contractor. Also conduct analysis on the impact of the individual ABC installation including any interset transformers on the loss reduction and revenue improvement of the location.
  • Liaise with FO and the Contractor to visit each transformer site with the contractor before preparing the Staking Sheet and advise the Contractor on the basic parameters and the design layout based on the site conditions and technical requirements so that Contractor can prepare the Staking Sheet in accordance with these instruction in order to minimize the changes and facilitate the approval process.
  • Coordinate with PDP Field Operation (FO) and the Contractor responsible for installation of ABC Cable in PESCO for reviewing and approving the Staking Sheets prepared by the Contractor.
  • Review and provide engineering approval of Staking Sheets prepared by the Contractor and pass on to Contractor and FO.
  • Provide technical support to FO and the Contractor during construction phase as required in addition to approving any changes necessary on the Staking Sheet based on prevailing site conditions.
  • Work with DISCO P&E engineers for creation and review of Work Orders for all technical interventions supported by USAID/PDP.
  • Concur proposals for ORD Switches, CSP transformers installation, QUAD cable prepared by P&E engineers based on the technical criteria and parameters established by USAID/PDP and the Engineering Team Lead PESCO or MEPCO.
  • Help in preparation of GIS Maps, Sketches, BOQs and Staking Sheets etc. for all technical interventions.
  • Assist implementing necessary Standard Operating Procedures (SOPs) for P&E including release of Work Orders and material.
  • Generate Status Reports.
  • Other tasks as may be assigned by the PDP Engineering Manager PESCO or MEPCO.
