PURPOSE OF POSITION:

The position shall be responsible for leading the Protected Children-Progressive Future Project  by managing the project team and ensuring the smooth running of the project according to project guidelines and WV standards, by providing sectoral leadership in the area of staff capacity building in Child Protection, Child protection mainstreaming into Area Integrated Program (AIP) and ensuring the Child Protection project is implemented according to international Human Rights standards.

Major Activities:

Staff and Project Management:

  • Ensure full compliance with the National Office Child Protection policy and standards in Area Integrated  Program (AIP), project and department including regular assessment of gaps in compliance, and responses to address gaps. Act as CP focal point for Galliat AIP.
  • Team-management, capacity-building, orientation and mentoring of staff on CP programming and CP incident reporting with support from technical manager.
  • Ensure strong coordination between projects staff, support departments and technical support staff in area and in Islamabad. 

Programme Design and Development:

  • Identify CP needs in potential program areas, based on program learning and operational research
  • Assisting CP manager in using assessment and evaluation reports in identifying potential intervention funding opportunities for priority programs and projects that fit within the strategic framework of WV Pakistan and CVA approach.
  • Project activities are managed to ensure operations within approved budget.
  • Provide early advice on any anticipated deviations from budget and initiate requests for modifications to budget if necessary.
  • Liaise closely with other sectors active in World Vision’s program, particularly health & Education, and ensure an integrated approach to programming is taken          
  • Project periodic reports (MPR, QPR, bi annual and annual) are accurate and submitted timely by giving equal weight to project obstacles and successes and have suggested solutions in case of design issues
  • Projects redesigned discussed with ADM/CP Manager   and submitted to PDQD for refinement and donor approval well in time.
  • Ensure the development of detailed implementation plan (DIP), capital budgets and monitoring and evaluation schemes
  • Periodically review of the DIP to monitor operational and programming activities.

Child Protection Technical Responsibilities:

  • Coordinate the monitoring, documentation and reporting of child rights violations within all relevant project areas
  • Support the development and implementation of a child protection advocacy strategy aimed at highlighting rights violations amongst children and other vulnerable groups
  • Assist in the development of a Child Protection Incident Preparedness Plan (CPIPP) and be available for capacity building  activities
  • Ensure CP is mainstreamed into the various projects of the AIP
  • Conduct Child Protection Training for all staff and volunteers including Child Protection standards and Behavior protocols orientation, how to report an allegation or suspicion or misconduct; signed acknowledgement of the child protection policy and agreement to comply with the behavior protocols kept in personnel files, and ongoing Child Protection and Child Rights training to staff

Networking – Representation – Liaison

  • Network with government partners and other civil society organizations at district and provincial level and contribute WVP experience on child protection. Keep abreast of child protection issues in the context, to be a partners in response to child protection incidents, and to position WVP as an organization of excellence in child protection
  • Support identification, formation and strengthening of coalitions/clusters, partnerships with like-minded stakeholders to achieve the project-specific and broader objectives of CWBOs.
  • Liaise and coordinate with govt. and other key stakeholders to build rapport, working relationship, information exchange in order to mobilize their support and collaborative actions around CWBOs.
  • Actively contribute to decision-making process within WVP by way of exchanging information, collecting data and info from other stakeholders and ensuring that all appropriate channels of communications are feeding into the process.
  • Develop Partnership agreements/MoUs with relevant institutes for collaborative interventions, as per need. 

Knowledge, Skills and Experience:

  • Degree in Law, Social Sciences, Community Development, psychology or related field from recognized or accredited University
  • At least 5 years of similar field based experience in Child protection and child rights advocacy
  • Skills in report writing, documentation and child rights assessments
  • Work experience in development programming- preferably in Child Protection or related area
  • Experience in staff and community capacity building
  • Understanding of CRC other international standards for child protection and child rights and country legislations
  • Good understanding of Human Rights, different approaches of development. Good understanding of Gender
  • Good understanding of national and global trends on child protection, responses and framework.
  • Ability to influence, lobby, dialogue and networking skills with government, NGOs on child protection issues.
