Introduction

DRC is an international non-governmental organization, which promotes and supports durable solutions for refugees and internally displaced people in more than 35 countries world-wide.

DRC established its operation in Pakistan in December 2010.  Funded by  several international donors and own funding sources,  DRC is already conducting programmes in support of Afghan refugees in KPK . In compliance with all necessary  requirements from the Government of Pakistan,  DRC wishes to extend assistance to the displaced population of North Waziristan in coordination with PDMA and the humanitarian community.

For this purpose DRC is inviting applications for one national position titled:  Emergency Coordinator.

Position’s Overall objective

The Emergency Coordinator (EC) will be employed by DRC Pakistan to support the Emergency Manager (international) and the DRC team. The assignment will cover the initial phase of programming and implementation of the emergency operation in support of the North Waziristan IDPs.

The aim of DRC’s Emergency Preparedness and Response Strategy is to respond effectively and comprehensively to humanitarian emergencies and thereby to increase the scope and impact of the emergency programmes. Furthermore to strengthen the donor funding base (institutional and private) and enhance DRC’s profile among the public and donors as a key actor in emergency operations.

During this emergency operation DRC Pakistan prioritizes and mainly engages in three specific emergency sectors:

  Protection

  WASH (water, sanitation and hygiene)

  Emergency Shelter and NFI distribution (including Small-scale Infrastructure)

Main duties and responsibilities;

The EC will work under the daily supervision of the Emergency Manager, based in Peshawar. The key responsibilities include among other:

Assessment;

  • Be part of assessing the relevance and feasibility of expanding the DRC emergency response in-country, based on identified needs and DRC’s sectorial expertise

 Setting up and Consolidating the Emergency Operation;

  • Establish new offices and participate in recruitment of local staff as required
  • Be present in the field to supervise or monitor distributions and other activities as required

Staff Safety;     

  • In close coordination with the DRC Safety Advisor and Emergency Manager, ensure that staff safety regulations are adhered to during field interventions and activities at all levels
  • Support the EM in establishing and maintaining lines of communication with relevant stakeholders (GoP, PDMA, FDMA, CAR, OCHA, UNs, security providers and IDP communities) as agreed with the Emergency Manager

 Project and Program Implementation;

  • Advise project managers and staff in the field on the implementation of assigned emergency projects, particularly the NWA IDP response
  • Participate in relevant coordination fora as agreed with the Emergency Manager

 Programme Development;

Support the EM and programme teams in developing DRC programmes, especially in the areas of Protection, WASH, NFIs and Shelter.

 Staff Management;

  • Capacity build and coach local staff assigned to the emergency operation as agreed with the EM

 Administration and Accountability;

  • Secure accountability and good administrative practices along DRC guidelines in all emergency field activities
  • Ensure compliance with the DRC procurement policies and donor guidelines during involvement in project activities
  • Guided by the DRC Programme Handbook and the DRC Operations Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence

 Reporting;

  • Contribute to internal and external sit reps and donor reporting as advised by Senior Management .
  • Any other duties as agreed with the Country Director or Emergency Manager.
