TERMS OF REFERENCE

 

1.      Organization

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up by the Government of Pakistan, as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungs bank (Development Bank of Germany) and other statutory and corporate donors.  PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country.  These include social mobilization, livelihood support, access to credit, infrastructure and energy, health, education and disaster management. Background:

Prime Minister’s Interest Free Loan scheme is being implemented by the PPAF in selected Districts of Pakistan. Due to increase of monitoring visits of selected partner organizations implementing PMIFL Scheme, MER unit requires services of a consultant to help conduct regular monitoring of POs and loan centers established to provide Interest Free Loans under PMIFL Scheme. The consultant will also help MER unit in reviewing and strengthening of POs M&E system. Initially, services are required for a period of six months.

2.      Objective

          I.            Undertake monitoring visit of partner organizations and loan centers established by the POs to check/track whole process from receiving of applications, development of appraisals, loan disbursement and recovery of loans according to agreed schedule between borrowers and POs.

        II.            Support MER team in reviewing and strengthening M&E system of partner organizations under PMIFL Scheme.

3.      Scope of Work (SoW) and Person Specification

The objective of this consultancy is to carry out:

  • Visits to field for monitoring
  • Document the processes observed and submit reports
  • Verifying the key indicators from selected respondents to validate the quality of data.
  • Fulfill any procedure determined by monitoring mechanism of PPAF for PMIFL Scheme.
  • Support MER unit in reviewing and strengthening of POs M&E system

4.      Deliverables

  1. Visit on agreed frequency to the target areas in order to monitor scheme’s activities
  2. Ensure implementation of methodology for targeting process as defined by PPAF
  3. Submit the documented observations of field operations on Monthly basis to PPAF
  4. Interact with beneficiaries of PMIFL Scheme to verify key indicators for evaluation or data quality
  5. Submit report on the quality of work/progress on monthly basis to PPAF
  6. Manage all activities needed for monitoring and evaluation of household data collection from field as per agreed methodology.
