Invitation for Expression of Interest (EOI)

For Sub-Sub-Recipient (SSR) Global Fund Round-9 HIV Objective 2 CHBC Site Establishment in Quetta and Kech at Turbat

Provincial AIDS Control Program (PACP) Balochistan, in the capacity of Sub-Recipient of the Global Fund Round-9 HIV/AIDS grant has received funding from National AIDS Control Program (NACP) to implement care and support activities for People Living with HIV/AIDS. The PACP, Balochistan, is implementing this project in Balochistan through Sub-Sub Recipients (SSRs) and is planning to establish two new Community and Home Based Care (CHBC) sites: one in Quetta and one Turbat. The PACP is looking for Expressions of Interest (EOI) from local NGOs.

General Submission Guidelines

Two (2) original copies of the EOI must be submitted in English, before 14.8.2014 PM, duly signed and dated. Sealed EOI proposal in two separate sealed envelopes must be submitted to the following address:

Each envelope should mention the following:

Name of the Organization

Title of EOI clearly mentioning "CHBC Services" and the site location of interest Date of submission

Note: EOIs received after due date will be rejected.

EOI Evaluation

Preliminary evaluation will be done by the evaluation panel to determine the completeness of documents and to determine if all conditions for submission are met. Proposal not conforming to the requirements will be rejected.

For the detailed evaluation of proposals meeting all submission requirements, the technical proposal will be evaluated based on criteria focusing on organizational capacity, past experience and approach to project implementation. Organizations scoring 70% or above will be selected for detailed assessment which may include an on-site organizational visit. Final contract award is dependent upon the outcome of negotiations.

Background of the project

The National AIDS Control Programme (NACP), Pakistan as Principal Recipient of The Global Fund, is implementing Round 9 HIV grant in the country. The overall goal of this grant is to reduce HIV related morbidity and mortality (reduce burden of HIV) through improved access of Continuum of Prevention and Care (CoPC) to Injecting Drug Users (IDU) and Community and Home Based Care (CHBC) services to PLHIV and associated populations. For this goal, the following three key objectives were defined for this project:

  1. Scale up comprehensive HIV prevention and harm reduction services to 28,000 IDUs, 2,800 spouses and partners of IDUs in selected districts of Balochistan Province.
  2. Improve access to HIV care and support to 24,000 HIV affected persons, including 6,000 PLHIV through the provision of Community and Home Based Care services and improved referral mechanisms to ART sites, and provision of ART to 2,000 PLHIV across Pakistan.
  3. Strengthening of the National and Provincial AIDS Control Programs, as well as NGOs, towards effective implementation of Global Fund R 9.

The NACP as one of the two Principal Recipients (PR) of the HIV grant, is responsible for implementing Objectives 2 and 3 of the project. Objective 2 refers to providing HIV care and support services to 24,000 PLHIV and associated populations (Care and Support for 6,000 PLHIV and 18,000 family members and ARV treatment of 2,000 PLHIV) through Community and Home Based Care (CHBC) sites.

National AIDS Control Programme contracts Sub-Recipient Organizations to implement project activities. Sub-Recipients further contract Sub-Sub-Recipient organizations for establishing and running CHBC services as per project plan.

The list of CHBC services is described below:

  • Provide psychosocial and nutritional support;
  • Counselling provided at CHBC.
  • Counselling provided to family through household visits.
  • Support Group meetings: one meeting per month for both adults and children.
  • Nutritional counseling provided to individuals, families and children.
  • Through nutrition expert, establish nutrition expertise at CHBCs and develop food security package appropriate to local food culture which ensures good nutrition.
  • Improve livelihoods via socioeconomic support and job creation for PLHIV;
  • CHBC staff members build relationship with local business community, establish database of prospective employers, conduct assessment of client skills, build confidence and presentation skills of clients, link and support clients to avail of job opportunities and relevant employment training programmes, support entrepreneurial ventures which show a promising business plan.
  • Support Vocational/Business Skills Training for improving livelihood.
  • Support PLHIV or family members who have successfully completed a training course (or already possess a marketable skill) who wish to start up their own activity or business and require a toolkit to initiate their work.
  • Care for children affected by HIV & AIDS;
  • Refer infected children (who require intervention) to UNICEF for nutritional support.
  • School Package - Uniform, books and stationery cost.
  • School Package - Quarterly tuition fee.
  • Provide social support network for PLHIV;
  • Support the development of peer educators (volunteers from within community).
  • Promote additional referrals by engaging existing clients to reach out "snowball" effect.
  • Expand VCT to increase detection and uptake of PLHIV;
  • Procure hand gloves, test tubes and other health products for all VCT sites.
  • Promote VCCT as the entry point into the continuum of care.
  • Conduct VCCT using rapid test kits as per protocols.
  • Support ARV treatment adherence for adults and children;
  • Travel support for ART registration.
    • Provide referral support to clients for HIV-treatment related services (e.g. CD4 counts and viral loads);
    • Regular medical referral to local district hospitals and follow-up for adverse effects/complications of ART; Opportunistic Infections.
    • Supportive medical investigations including complete blood, Liver Function Test (LFT), Blood Sugar Random (BSR), Hepatitis B&C antigens and CTI/MRI.
    • Collaborate with TB sentinel sites in TB/HIV case-finding, referral, and treatment support.
    • Establish effective links with proximate TB sentinel sites.
      • Build supportive relationships with local community and faith-based groups working with high-risk populations; and
      • Quarterly district strategy meetings between proximate CHBCs. Format of EOI

Section A: Organizational Capacity (1-2 Pages)

This section should provide an orientation about the organization's capacity in various aspects of project management including programmatic, financial and reporting/information systems. This section should clearly express the mission and vision of the organization, its ability to develop realistic strategic plans, executive board composition and expertise of senior staff in the organization.

Specific comments should be made regarding on-ground presence of the organization in the target area of project.

Section B: Previous Experience (1 Page)

This section should highlight the organization's past experience in service delivery (health and social sector), especially HIV. Also describe organization's experience in community engagement and social mobilization, and of working with community volunteers. Also highlight active projects in last one year.

Approach to project activities (1 Page)

This section should describe how the organization plans to establish and run a successful CHBC site in the proposed location. How will quality, confidentiality and accessibility be ensured, what outputs will be achieved? How will the organization approach the high risk populations?
