Background:

 HelpAge International is a global network of not for profit organizations with a mission to work with and for disadvantaged older people. With more than 70 affiliates and 300 partners across more than 50 countries the HelpAge International network brings together hundreds of organizations. HelpAge International has a secretariat with offices in London and Brussels, regional centers in Africa, South Asia, East Asia, Central Asia, Latin America and the Caribbean, seven national programs and a number of emergencies programs.

 

HelpAge has been active in Pakistan since 1995 working with its Sponsor a Grandparent program. In 2005 following the Kashmir earthquake HelpAge increased its activities to include earthquake affected older people followed by a response to the devastating floods in Khyber Pakhtunkhwa, Punjab and Sindh in 2010, 2011, 2012 and 2013 and on-going IDPs crises in Khyber Pakhtunkhwa. Currently, HelpAge International is implementing programs in the areas of livelihoods, health care and support, and emergency preparedness and response with a specific focus on older people in Pakistan

 HelpAge International (HAI) works to ensure that the rights, needs and capabilities of older people are recognized in all emergency programs.

 Key relationships:

Internally: Program department, Humanitarian department, Finance, Regional and HQ staff

Externally: OPAs/CBOs, local partners/NGOs, various platforms and networks, international stakeholders, donors, providers of research and consultancy services.

Position Purpose

The MEAL Officer will develop and implement a monitoring & evaluation system to measure the impact of interventions, and quality control and document the good practices and learning’s from the program and help partner organisation in mainstreaming ageing in their programs.       

S/he is responsible for developing guides and tools to facilitate access to reliable information, updating and using the data base for decision-making and to facilitate knowledge management and mutual learning.

Key Responsibilities 

Under the supervision of the Senior program Manager, the position holder is responsible for  developing mechanisms which allow generating and managing reliable  data, promoting good practice learning and sharing through the organisation. S/he will help develop and improve local and national monitoring & evaluation systems. S/he will help partner organisations in making their data collection and M&E tools inclusive of OP and PWD.

The position holder must fulfil the following responsibilities: 

System Development and Management

  1. Develop a monitoring and evaluation framework, 
  2. Assist program managers to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
  3. Develop the use of tools for a more dynamic planning, 
  4. Support implemented activities planning, ensure their regular monitoring and evaluation, in terms of results and impacts, 
  5. Manage the data base
  6. Revise/Evaluate partners’ effective abilities to set up adequate monitoring and  evaluation systems in accordance with programme objectives, 
  7. Coordinate the programme quality assurance systems, 
  8. Coordinate the implementation of baseline surveys, follow‐on monitoring and evaluation exercises for various initiatives in the region.
  9. Build capacity of local communities, partners and staff on the logical framework, data management, data analysis and results‐oriented programming, monitoring and evaluation methods and principles and report writing techniques and requirements for relevant donors to ensure compliance.
  10. Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs.
  11. Coordinated compilation and dissemination of Annual and Quarterly Reports for the programs in the region.
  12. Organize and coordinate lessons learnt workshops/review of program work plans with partners and other stakeholders.
  13. Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing.
  14. Develop and maintain effective information database on projects, providing resource and necessary support for program inputs and outputs.
  15. Timely and accurate documentation of lessons learnt.
  16. Assist partner organizations in making their programs more inclusive

Capitalisation and Learning

  1. Promote an effective analysis, dissemination, information management system which allows a systematic and efficient data collection, sharing of good practices and learning, 
  2. Contribute to case studies, successful experiences, learning and good practices evaluations and documentations, 
  3. Facilitate evaluation reports and good documented practices inclusion, 
  4. Contribute to achievements analysis and documentation in order to demonstrate HelpAge impact and to improve equity and inclusion practices,  
  5. Contribute to experience, practices and learnings sharing with stakeholders,
  6. Perform  any other task within the framework of the Country programme activities implementation 

Personal Specification

  • Master’s Degree in statistics economics or social sciences with minimum 3-5 years of working experience with INGO.
  • High computer literacy; proficient in Excel and Word and preferably advance computer skills in database.
  • Good knowledge of M&E techniques approaches and methods with good data analysis skills.
  • Ability to work in team and network with partners.
  •  Good leadership, organisational and planning skills to manage job workload.
  • Ability to take initiative,
  • Good analytical and problem solving skills.
