The Aga Khan Foundation (AKF), an agency of the Aga Khan Development Network (AKDN), is a private, non-denominational, international development agency established in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy and ill-health with special emphasis on the needs of rural communities in mountainous and other resource poor regions, primarily in Asia, Africa and the Middle East. Its main areas of focus are education, health, rural development, environment and strengthening civil society.

The Aga Khan Foundation (Pakistan) [AKF(P)] is seeking high calibre professional for the following Consultancy to be based in Chitral District:

Consultancy ~ Training on Management Information System

I.                   Purpose of the Consultancy

Aga Khan Foundation (Pakistan) [AKF(P)]  and  Aga Khan Health Services, Pakistan (AKHS, P) is implementing a four year project on cross border health of mothers, newborns and children under five in northern regions of Pakistan (Chitral district) 

The Consultant will conduct a five days training of Management Information System (MIS) under the guidance of AKF (P) and AKHSP team to the Health Management staff of Chitral district’s health department, Government of Khyber Pakhtunkhwa, including District Health officer, Coordinator LHW program, Coordinator EPI, District Coordinator Save the Children Project and district Epidemiologist. The group may also include some key mid-level staff of AKHSP.

II.                Background and Context

This MNCH project is being implemented in six remote and underserved population of Kuh, Shoghore, Garumchashma/Karimabad, Terich, Khot and Shagram union councils of District Chitral in Khyber Pakhtunkhwa. All selected UCs share their boundaries with Afghanistan. The activities summarised below are taking place at government and AKHS, P Comprehensive Health Care Facilities (CHCF) in Koghuzi (DoH), Shoghore (AKHS) and Shagram (PPP-DoH and AKHS), and 15 Basic Health Care (BHC) Facilities.

As per plan, the project is expected to reach 112,665 residents of the border area, and to train, mobilise and motivate four doctors, 33 Community Midwives, 60 Lady Health Visitors and Community Health Nurses, 08 medical technicians, 19 vaccinators and 150 Lady Health Workers.

Project Goal

Improve the Health of Mothers, Newborns and Children under Five in District Chitral (Pakistan)

Objectives

  1. To enhance capacity of health professionals and health facilities to plan and deliver essential MNCH (maternal, neonatal and child health) care and interventions including immunization, ante-natal, delivery and post-partum care, and promotion of good nutritional practices.
  2. To enhance knowledge and responsiveness of communities to adopt essential MNCH practices, including immunization, ante-natal, delivery and post-partum care, and proper nutrition practices.
  3. To enhance capacity of government at the sub-regional level to plan, finance, deliver and evaluate essential MNCH care and interventions including immunization, ante-natal, delivery and post-partum care, and promotion of good nutrition
  4. Cross-border collaboration facilitated through the systematic sharing of resources (through meetings and e-Health exchanges) and the dissemination of best-practice in the delivery and assessment of essential MNCH interventions.

Key intervention areas:

  1. Increasing acceptance for immunization services
  2. Strengthening antenatal, delivery, postpartum care, Family Planning and IMCI services
  3. Developing and implementing BCC campaign
  4. Improving nutritional status of <5 years children and women of reproductive age

III.             MIS overview of Cross Border MNCH by MFA

Current state of health information system in Pakistan calls for integrated management of health information system in public and private health facilities. The purpose of the consultancy is to train and enhance the capacity building of the government staff and other partners on MIS tools developed by Technical Resource Facility (TRF) for MNCH programme of Pakistan. Consultant is expected to train the staff to collect, compile, analyze data and prepare quality report. Project team will work closely with the consultant to arrange relevant documents as well as organizing the training. 

IV.              Scope of work

The specific assignments related to consultancy are:

Assignment 1:      Training of participants on how to collect the data from Lady Health Worker (LHW) programme and MNCH programme and other relevant departments

Assignment 2:      Training of participants on how to compile and analyze the collected data on collection tools at the facility and community level.

The training will be conducted in Chitral district and the consultant’s boarding and lodging cost will be charged through French Cross Border MNCH project travel line.

At the end of assignment, the consultant will deliver a comprehensive report covering all aspects of the assignment. The assignment will commence from August 06, 2014 and expected to be completed by August 20, 2014. 

VI.              Reporting

The consultant will work under the direct supervision of AKF, Pakistan.

VII.           Payment Plan

The following payment plan is proposed for the assignment:

i)         30% of the contract value as advance on signing of the contract

ii)       40% of the contract value  on completion of MIS trainings

iii)      30% of the contract value on submission of the final report and deliverables. 

Withholding tax will be deducted at source, as required by the Income Tax Ordinance of 2001.

VIII.        Qualification and Experience of the Consultant

The prospective consultant or consulting firm is expected to demonstrate an appropriate balance of managerial and technical skills, knowledge of the region, and experience in MIS. Evidence of having conducted a similar training would be required. Key team should possess good communication, language and strong interpersonal skills. Qualifications of key representatives should include:

i)         A Master’s degree or above with specialization in public health, health informatics, health information management and health services management.

ii)       At least 5 years of experience in research and evaluations

iii)      Familiarity with the policies, programs and operating modalities of the Government and AKDN will be desirable.
