Terms of References for Preparation of Land Use Plans at Union Council level of Upper Swat KPK.

Purpose of the Assignment

The complexity of the nature of disasters in the target Union Councils underscores the paramount importance that land use planning is one of the most challenging issue to implement because of conflicting values held about land by different segments of the population. Acknowledging that disasters are likely to happen to anyone regardless of age, place and time could lessen the aggravating factors that usually leads to lives lost. Land use planning is a newly emerging disaster reduction tool in Pakistan. Therefore this is very important to develop community people and relevant extensive department understanding and to regulate land use in efficient way which prevents land use conflicts.

To better prepare for the increased variation in natural hazards and its occurrence, there is a pressing need to conduct a study on land practices, vegetation cover and environmental threats. Land use planning in the target areas will highlight risks and vulnerability from several geological and other hazards. The systematic study of land use planning will also explain the possible mitigation/prevention measures for identified risks.

This activity revolves around the CBDRM program. It may involve the use of carefully crafted policies, strategies, disaster management plan and sound practices that could lessen the susceptibility to disaster risks of highly vulnerable communities.

Objectives:

 

Þ     Risk Assessment findings (As the Risk Assessment have already been done) mainstreamed into land use planning

Þ     Land use maps produced for four Union Councils of Tehsil Madyan District Swat

Þ     A well comprehensive document of land use planning produced on shared understanding of different stakeholders,

Þ     Community people and other stakeholders knowledge enhanced on land regulations, planning and complementary with disaster risk reduction.

 

Impact of the study

  1. Replicable

The practice is applicable and can be implemented or replicated in targeted area and in a variety of learning environments; it can also be expanded or tailored to fit different culture, context or localities within KPK.

  1. Focused

The practice should be focused on ensuring that community and other stakeholder will learn all about in land use planning.

  1. Effective

The practice must be able to contribute to increase the knowledge and turn into actions of community and organizational staff. There must be a mechanism established through an evaluation of training outcomes to gauge the training/workshop effectiveness.

Scope of Work

 

The consultant will be responsible for the preparation of Land use Plan in target union councils. He / She will be responsible to take lead in the entire process starting from primary data collection till production of final document of land use plan. He / She will be responsible to conduct consultative sessions with relevant departments including forest department, soil conservation, agriculture, DDMU… etc and use a standard guidelines and templates for preparation of land use plan. The first hand information on hazards, vulnerabilities, and capacities in the target villages have obtained in the risk assessment process. However the consultant will need to mainstream risk assessment findings into UC level land use planning. The consultant will make sure the close involvement of vulnerable and socially excluded groups in the process.

 

Responsibilities and Tasks of the Project Implementing Partner

 

-       Prior to the signing of this consultants contract to have developed key findings of community risk assessment.

-       Prior to the signing of this consultant contract to have formed Village Disaster Management Committees-VDMCs for supporting planning process,

-       Upon the signing of the contract IPs, to provide a list of respective VDMCs to the Consultant before the start on assignment.

-       Monitoring of the entire process for development of the land use plans

-       Provision of transportation to the consultant by the respective IPs for data collection in target union councils,

-       Review of final document produced and provision of feedback within 2 days of its submission

-       Provision of training Hall, participants’ accommodation, multimedia projector, stationery and copies of training materials

 

Key Deliverables by Consultant:

 

-       Produce 4 land use maps i.e. 1 each per union council by using GIS technology

-       Produce 4 land use plans for 4 target union councils

-       Workshop/Session on disseminating the findings of the study with target stakeholders

 

Methodology:

 

It is anticipated that the consultant will undertake the assignment through desk review, focus group discussions, and key informant interviews. Surveys or other formal methodologies will be required. Anticipated methods to be include, e.g.:

  • Meeting with key staff of the respective IPs to finalize the work plan.
  • Consultant will ensure that all tools are fully inclusive and involvement of vulnerable, socially excluded groups and needs of most vulnerable groups are addressed in the plan,
  • Sharing of basic available documents and data.
  • Consultant will prepare necessary tools for surveys, interviews and FGDs etc.
  • Contacting and Meetings with DDMU Swat and other relevant stakeholders likely to be affected directly or indirectly.
  • FGDs at community level
  • Define the planning area. Determine and map its location, size, boundaries, access and centers of population. It is needed at this point to explain that what the plan is intended to achieve. (Use GIS technology in mappings)
  • [i]Using data collection tools to acquire the basic information about the area. Land resources. Climate, hydrology, geology, landforms, soils, vegetation (including forest and pasture resources), fauna, pests and diseases.
  • Devise methods in his report that how the existing land uses can be sustainable keeping in view the hazards, vulnerabilities, risk of the area and climate change adaptation.
  • Preparation of initial draft and sharing with respective IPs for review and feedback if any
  • Preparation of final document
  • Submission of plan to the leading IP,

 

Locations

 

The study is intended in four union councils of upper swat. Specific locations for visit will be determined by the consultant in consultation with leading IP. However overall locations will be as follows:

- Swat District, KP: Mingora and visits to target UCs July(21-6=15) Aug (24-10)=14

 

Time frame

The agreement is for period of 35 days starting from 14th July and closing on 29 August 2014. Consultant deliverables comprises of 35 working days but it will extend up to consultancy starting and closing period being 49 days.

 

Resources and Qualifications:

It is anticipated that a consultant will have a technical team including male and female member to carry out this assignment. The team should have the following qualifications:

- Proven experience in conducting relevant assignments

- Experience of working with government and especially with disaster management authorities

- Good understandings about land use planning, land use policies etc

- Understandings on key issues related to DRR in Pakistan especially in KP

- Expertise in GIS technology and data analysis

- Excellent English verbal and writing skills, as well as spoken fluency in both Urdu and Pashto

are essential;

- Open to national consultants only.
