Deputy Chief of Party

Sindh Community Mobilization Program (CMP)

The Sindh Basic Education Program (SBEP) is one of several donor interventions that support the Government of Sindh’s (GOS) broader Sindh Education Reform Program (SERP) agenda. SBEP is focused on increasing and sustaining student enrolment in primary, middle and higher secondary schools. SBEP centers on the seven Provincial Districts of Khairpur, Dadu, Sukkur, Larkana, Kashmore, Jacobabad and Qambar Shadadkot and five Karachi City Towns of Lyari, Kemari, Orangi, Bin Qasim and Gadap. SBEP has six components: 1)  construction of schools in the areas affected by 2010 floods; 2)  support GOS policy reforms to merge, consolidate and upgrade schools through construction of schools; 3) improve early grade reading in primary schools; 4) community mobilization, with a focus on increasing girl’s enrollment and improving the nutritional status of children; 5) technical assistance to the Education & Literacy Department, Government of Sindh;  and 6)  A/E support for school construction.

As project under the SBEP umbrella, the Community Mobilization Program (CMP) is a five year program that focuses on the fourth SBEP component. CMP has four key objectives: 1) increase communities’ involvement in the GOS reform of merging, consolidating, and upgrading schools; 2) improve community and District Administrations coordination for increased girls’ enrollment; 3) improve child nutrition in selected communities and government schools through research that informs innovation and good practice; and 4) launch the Education Management Organization (EMO) system.

IRD is seeking candidates as Deputy Chief of Party (DCOP) for the Sindh Community Mobilization Program (CMP).  This proposed program will provide the Government of Sindh, Pakistan with technical assistance, training and related resources necessary to improve effective community mobilization and support community and private sector engagement with school based management in targeted geographic areas in Sindh. The Deputy Chief of Party will be responsible for day-to-day project management, including management of staff, activities and sub-awards and oversight of monitoring, evaluation and reporting.

Essential Job Functions:

  • Act on behalf of the COP during his/her absence
  • Support the COP in devising strategies, work plans and performance indicators designed to achieve the program’s aims and objectives and how available financial, material and human resources can be best allocated to meet them
  • Under the guidance of the COP, oversee the implementation of the technical program and ensure that it accords with the work plan approved by USAID  
  • Coordinate with the COP on identifying obstacles to progress of the technical program and devising solutions and troubleshooting to overcome them
  • Provide on-going managerial and technical support to and oversee the work of CMP program advisors and managers
  • Support the advisors and managers in training and mentoring field staff including active participation in training and mentoring where necessary
  • Work with the COP to ensure the program complies with all pertaining USAID and IRD rules, regulations
  • Act as primary liaison with program partners IRD and HANDS, ensuring overall coordination of their activities and that they accord with the work plan and its timelines
  • Work with the COP to monitor partner performance and ensure that it complies with the terms and conditions of their contractual agreements
  • Assist in the preparation of major programmatic documents and reporting deliverables including quarterly and annual reports
  • Any other duties commensurate with responsibility and suitable to task

Minimum Qualifications and Experience:

  • A minimum of 7 years of progressively more responsible experience managing donor-supported basic education and community mobilization development projects.
  • A demonstrated commitment to addressing challenges of basic education reform in developing countries.
  • A demonstrated ability to work collegially and productively with a variety of partners and stakeholders.
  • Advanced degree in education and/or a relevant field.
  • Contract and grants management experience preferred.
  • Familiarity with Pakistan education system and challenges.
  • Ability to participate in all representation and technical meetings in English and Urdu.

Location: The DCOP’s duty station will be the Karachi Headquarters office and he/she will be expected to travel regularly to CMP’s Sukkur Field Office and other field locations as and when necessary.
