General Functions

Under the overall supervision of the Programme Manager and under the direct supervision of the Resource Management Officer (RMO) the Human Resources Coordinator will be overseeing the Human Resources Unit in the implementation of human resource policies and procedures of the Program. The Human Resource Coordinator’s responsibilities include, but are not limited to the following:

 

Specific Duties and Responsibilities

  • Oversee the Human Resource Unit, develop, advice on and implement policies for the effective use of personnel within the organization. Provide support in accordance with the program policies
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits.
  • Devise and overseeing  Performance Appraisal System including the Appraisal Templates and also be able to provide training to the staff on the appraisal procedures
  • Devise a framework for the compensation and benefits to the Program staff
  • Recruiting according to the Program policy, all positions of Program Staff & support staff and co-ordinate recruitment activities at all its stages. Ensuring the manpower planning in accordance with Program requirements. Active involvement in recruitment process from advertising the jobs through Newspapers, receiving applications, short listing, Interviews, and selecting the potentials against the requirement. 
  • Advise on compliance to regulatory concerns,
  • Coordination with the service provider regarding the issues related to employment contracts, medical and life insurance and payroll matters
  • Coordination and liaison with the Program main office in Human Resources matters
  • Field visits to resolve different human resources issues and to attend staff meetings in the field offices
  • Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates
  • Overseeing the TA/DA procedures of the Program and in consultation with the RMO bring any changes to the TA/DA procedures
  • Coordination and correspondence with online recruitment portals and advertising agencies for advertising the positions of the Program
  • Overseeing and planning staff orientation program, training and Development at Islamabad office with the support of HR team
  • Coordinating with the Program main office in coordinating security related trainings for the staff
  • Oversee the process of staff medical insurance claim and maintenance of their records
  • Provide support and advice to senior management and staff on Human resource issues
  • Any other duty assigned by the RMO, Program Manager.

 

Education and Experience

Minimum Bachelor’s Degree in HRM, and at least Five-year experience in Human resource field; ability to work to deadlines on long hours and under significant professional and environmental pressure; ability to work independently; computer competency with spreadsheets, databases and word processing/internet; strong interpersonal skills, flexibility and patience; willingness to work and travel in an unstable environment; ability to get the job done.

 

Languages

Thorough knowledge of English; and knowledge of other languages spoken in the region will be an advantage.
