Relevant Experience:

  • University degree in engineering and 5 – 7 years extensive experience in rural development infrastructures activities;
  • Practical experience in the field of community infrastructure planning, designing and implementation. Experience with GoP infrastructure rehabilitation is considered as additional desired qualification;
  • Ability to supervise, direct, coach and mentor staff.  Drive for results and effective resource management skills. 
  • Excellent communication and negotiation skills. Understanding of complex social-political environments.  Ability to work under extreme pressure, in difficult conditions while maintaining security awareness.  Flexibility and focus on processes and their improvements.  Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Stamina, determination, commitment and adaptability in the workplace are required;
  • Thorough knowledge of English and Urdu, or any other languages spoken in the region is an advantage.

Job Description:

  • Manage technical and engineering components related to the program implemented in the project area, including the supervision and ‘back stopping support’ to the Regional Engineers;
  • Supervise the design of different sub-projects and assist, when required, with preparing architectural and structural drawings as well as creating bills of quantity, material specifications lists, and other technical documentation related to design, cost estimation and implementation of the infrastructure grants;
  • Oversee the working relationships of the Regional Engineers with local governmental authorities and line departments. Draw up, when required, Memoranda of Understanding with these line departments, program-targeted government ministries, and other potential partners. 
  • Facilitate activities that assist government authorities to liaise with community leaders, as well as individuals and groups to identify, prioritize and implement community needs;
  • Monitor coordinating mechanisms for project implementation and reporting with local authorities, line departments, and – where required - NGOs working in the area.
  • Assist procurement staff, as required, in identifying appropriate mechanisms to adapt procedures and systems related to engineering activities, as well as to tender bids from contractors or local labor.
  • Assist the Regional Engineers in coordinating efforts with the procurement staff as well as the Program Development Officers (PDOs) in the bidding process, the selection of appropriate materials, and the preparation of bills.
  • Supervise the engineering component associated with the bidding process.
  • Supervise projects in coordination with government or local technical personnel and in collaboration with PTI Regional Engineers and provide regular reporting regarding the status of concerned geographically designated Regional Engineers.;
  • Act as liaison between the Karachi office and the Islamabad Head Office regarding the tracking of financial expenditure of all program funds in area of responsibility;
  •  Ensure that grants are completed, from a technical viewpoint, in a timely manner and with the required appropriate regard to quality.
  • Maintain records in accordance with program standards and systems;
  • Establish contact with appropriate partner agencies when basic or special needs are identified.
  • Act as a liaison with PDOs and Regional Engineers, when necessary, regarding the effective implementation of grants.
