PURPOSE OF POSITION:

Improving the quality of WV Pakistan integrated program through maintaining efficient and effective monitoring systems and local mechanisms to improve accountability, improving internal information flows, and providing field-based program support on M&E. 

MONITORING AND EVALUATION:

Together with Senior AM&E officer, develop and ensure implementation of  systems for monitoring impact of projects

Prepares monthly ITT reports in coordination with PC/CGC.  Review and check consistency of targets and program / projects achievements in periodic progress reports in collaboration with the project staff Program Officers on monthly basis.

Support to  Snr M&E Officer and Sr. Program Accountability Officer to participate in conducting:

- Baseline Surveys

- Need Assessment

- Program / Project Evaluation   (both internal and external)

- Organise coordination/ reflection forums to Share results with the teams and stakeholders

- Supervise data management during in-house surveys using SPSS and excel softwares together with the staff. The    support includes facilitation in:

- Definition of variable using SPSS/ excel softwares

- Creating data storage and retrieval files on the softwares

- Data verification between hard and soft

- Data cleaning

Provide technical inputs in the development of logframes, M&E plan and ITTs during proposal development together with the Program Officer

Review and give technical guidance to the staff to ensure that all proposals, reports and other documents related to implementation are aligned to LEAP standards including MSCT- Most Significant Change Techniques. 

Program implementation related M&E:

Provide inputs and facilitate to design, conduct and consolidate situation analysis, VDPs and other relevant exercises and reports using PRA techniques with other project staff

Develop community capacity and participatory monitoring and evaluation system including Transformation Development Initiatives amongst the targeted beneficiaries in community, together with the project staff.

Information Management: 

Respond with accurate information in a timely manner to project/program information requests from staff and other stakeholders from AIP, and Islamabad.

Review of the required minimum documentation in line with the progress and monitoring reports

Supervise and maintain a databank (a hub of information) with updated cumulative data about the area, projects / programs, updated progress, beneficiary complaints,   other relevant information periodically collected

Any other tasks assigned by Senior M&E Officer, technical manager, or  ADM.

Accountability:

Assisting Sr. Program Accountability Officer in development, contextualization and improving systems, tools and resource needed for implementation of program accountability at the area program level.

Ensuring accountability system implementation at area program level and maintaining linkage between M&E and accountability system.   

Ensuring complaint mechanism is fully functional facilitating/leading the process of the complaint investigation at the field level and ensuring the compliance to the defined process.

To work out critical information needs (general and project specific) of the communities and children and ensuring these are met.  

Documenting participation   of all community groups into projects and incorporating community preference into the project implementation plans and reviews.  

Ensuring all the team members are oriented on the program accountability and understand their in that.

Identification of the area program accountability and collaboration with Senior Program Accountability Officer to develop capacity building plan and implement these.

Providing technical support and guidance to the field teams in the implementation of the accountability specific activities in the action plan.   

Interfacing complaint and response mechanism within the with other department, unit and functions and leading on redress of the beneficiaries.

Facilitate preparation of periodic reports on (analytical & narrative) accountability

covering aspects of  program efficiency, appropriateness and community participation  into the program.

Leading learning initiative on program accountability and ensuring program accountability part assessments, PDMs and learning.

Collaboration with all the project and communication teams over the accountability specific behavior change communication (IEC material)

Coordinating with all the accountability related forums and actors at the area program level.

Knowledge, Experience and Skills:

Masters degree in any of the relevant field - rural development, Economics, and Statistics

At least two-years experience in management of monitoring and evaluation of humanitarian relief or development projects and with accountability systems

Fluent in English and Urdu , preferred knowledge of Sindhi language

Work experience in complex emergency/rehabilitation settings/development programs

Familiarity with data management software (MS Access, MS Excel, SPSS, etc) desirable

Strong commitment to WV’s vision, mission and core values

Strong communication and negotiation skills with ability to express ideas and concepts clearly and persuasively with  internal and external stakeholders

Ability to write and edit reports and work effectively under pressure

Proven experience in implementing monitoring and reporting systems and quantitative/qualitative data collection techniques and accountability systems
