CONSULTANCY TO ASSIST HUMAN RESOURCE TRANSITIONING

Institutional Development Unit

1.      Organizational Context

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up by the Government of Pakistan, as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfWEntwicklungsbank (Development Bank of Germany) and other statutory and corporate donors.  PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country.  These include social mobilization, livelihood support, access to credit, infrastructure and energy, health, education and disaster management. 2.      Background:

ID aims at building capacity of its team to mainstream Community organizations in the national development agenda. In that context, the community organizations will be capacitated to play key role in promoting peace and pluralism at Household, village and national level. They would provide means for community participation in prevention, mitigation and resolution of intra and inter community issues. This retreat will focus on creating a behavior/attitude within ID team to perform accordingly.

3.       Objective

The objective is

  1. To transform and develop the understanding of ID team on peace and pluralism and to provide set of tools and techniques for implementation of peace and pluralism at the community organization level.
    1. To clarify the mandate and scope of the Unit
    2. To Enhance communication with internal and external stakeholders
    3. To provide clear cut goals, objectives and deliverables against which the performance of the Units and the individuals will be measured

Quarterly benchmarks for progress also need to be identified. The GM-ID will be the focal point and will be delegating tasks for the assignment as the exercise initiates.

4.      Scope of Work (SoW)

Working closely with the ID, the consultant is expected to facilitate the following tasks:

  • ID member group would review the relevance of peace & pluralism and ways and means to inculcate such values within PPAF and its partner organizations.
  • Ways to create a high performance culture within the unit, it’s implication for performance management, and the tools and the strategies needed to continue a winning and performing team.

5.      Qualifications of Consultants:

The Consultant will have a post-graduate level education including a Master Degree preferably PhD or an equivalent academic qualification in a related field.  S/he should have a background and over 10 years experience in human resource development, organizational development, management assessment and previous national and international experience in HRM consulting. The Consultant will have analytical skills, and well developed oral and written communication abilities. S/he should be capable of understanding complex legal/administrative frameworks, and devising sustainable solutions at strategic and operational level.

6.      Deliverables

  • Report on the 2-days Retreat / teambuilding exercise
  • Development of a set of tools for managing documentation, internal and external communication, reporting and team building. This could be in the shape of a Strategic Planning Template and other supporting documentation as needed.

7.      Contract Duration

The consultancy will be awarded for a total of 10 working days.
