Project Manager, Monitoring and Evaluation (Pakistan, Lahore)

The Project Manager is responsible to lead and manage monitoring and evaluation function for Punjab Wheat Flour Fortification Project of GAIN in Pakistan. This position is based in Punjab Food Authority (PFA) Lahore. This position will functionally report to the Director General of PFA and administratively to the Country Director of GAIN in Pakistan.

For effective implementation of the Punjab Wheat Flour Fortification Project work, as lead monitoring and evaluation function of the project, in coordination with the staff members of Punjab Food Authority, Pakistan Flour Mills Association, Punjab Food Department, World Food Program, Unicef and other partners in the Project.

Responsibilities

  • Develop monitoring and evaluation strategy and framework for the Project considering the log frame targets and implementation plan of the Project.
  • Work with/from the PFA (Punjab Food Authority), developing and maintaining a liaison among the concerned public sector institutions/departments related to wheat flour fortification in the province of Punjab for effective monitoring of activities of the Project.
  • Do periodic reporting of the Project to the PFA, GAIN Country Manager, GAIN Geneva and other Partner Organizations in Pakistan.
  • Run the Database for effective data collection, analysis and reporting and engage PFA staff to maintain this function for long term sustainability.
  • Identify, analyze critical success factors of the Project on ongoing basis and make recommendations for risk mitigation strategies; also develop case studies, success stories and fact sheets for dissemination purposes.
  • Develop program progress reporting template, its data collection structure.
  • Support PFA to establish their in house capacity for the development of Project Data base as envisaged as part of the implementation plan of the Project;
  • Participate in various Project related meeting conducted by the implementation partners;
  • Assist PFA and Punjab Food Department in effective field monitoring activities;
  • Coordinate with PFMA and Millers for Cordial and Transparent implementation of the wheat flour standards and related regulations;
  • Organize and Conduct workshops for the representatives of PFA, Punjab Food Department, PFMA etc. on the subject to project monitoring and evaluation;
  • Assist PFA in implementing effective licensing and quality assurance mechanism for wheat flour Mills in the Province of Punjab related to mandatory fortification of wheat flour.
  • Assisting PFA in evaluating and approving private or public laboratories for testing sample of fortified products on regular basis as part of the Project;
  • Ensure effective coordination with Punjab Food Department and Punjab Health Department for implementation of the Project in territories where enforcement responsibilities under Punjab Food Authority Act are entrusted to said departments;

Experience

  • Minimum 4 years of monitoring and evaluation experience in public sector related projects in Pakistan.
  • Experience related to data management including data collection, integrity, analysis and reporting.

Education

  • Minimum Master Degree in any one of the subject public health, sociology, anthropology, nutrition, food , sciences etc.
  • Any M&E related certification will be an added advantage.
