Terms of Reference for Clinical Supervisor

Overview:

MNCH Program/UNFPA is seeking Clinical Supervisors to serve as midwifery mentors for community midwives and CMW schools to strengthen community based midwifery services, and also support establishing CMW schools as Center of Excellence for pre-service and in-service training of community midwives.

Responsibilities:

Under the day-to-day supervision of District Focal Person (DFP) of MNCH and direct supervision of Community Midwifery Specialist based at MNCH Provincial Office Karachi, the incumbent:

1.      District level

1.1.          Develops and maintainspositive working relationships with administration of clinical attachment sites for CMWs including DHQ, THQ hospitals and RHCs, facility based MNCH related staff and CMW school management, tutors, Lady Health Supervisors and deployed community midwives;

1.2.          Generates evidence and communicates to CMW Specialist for necessary changes/ decision at the provincial level on all matters relating to CMWs;

1.3.          Supports DFP liaise with other relevant partners such as District Coordinator for LHWs, I/NGOs working in area of maternal health and FP and midwifery education; and

1.4.          Orients and facilitates administration and clinical team at various clinical attachment sites regarding the goals and importance of on-site coaching of CMWs and expectations of the clinical staff’s role in in-service training of CMWs.

2.      CMW Schools related

2.1.          Develops supportive relationships with midwifery tutors and prioritizes effective transfer of current best practices to the tutors;

2.2.          Provide immediate feedback to District Focal Person of MNCH and CMW tutors based on field experience for areas to be focused more in classroom, skills lab and clinical setting;

2.3.          Develops skills checklist with support of midwifery specialist and make available to the skills lab, midwifery tutors, CMWs and students;

2.4.          Ensures skills checklist are being used for the teaching purpose in signing off any procedure in skills lab and in the clinical setting;

2.5.          Ensures students logbooks and checklists are properly filled as per PNC and curriculum requirements;

2.6.          Provides technical support to establish skills lab according to the midwifery education standards;

2.7.          Supports midwifery tutors build their capacity through knowledge sharing andhelpsimprove learning environment at CMW schools, and informs CMW specialist about capacity building needs for the CMW’s tutors; and

2.8.          Develops/ improves monitoring checklists for quality of teaching and learning.

3.      Community level

3.1            Assessescapacities and skills of deployed CMWs in assigned catchment area, their competency and confidence level, identifies areas for improvement, and develop personalized action plans for each CMW for their capacity enhancement in relevant areas;

3.2            Providesonsite-coaching and other technical support to CMWs as per personalized action plans;

3.3            Spends at least 70% of their time in the field/ communities in on-site coaching, mentoring and building confidence of CMWs, monitoring progress, and helping/ ensuring CMWs generate quality and timely reports;

3.4            Ensures that the various kinds of panaflexes are properly displayed and referred as required

3.5            Works with LHWs to the extent possible, such as participate in Mohalla meetings and advocates for the utilization of CMWs, and thereby facilitates/ ensures greater acceptance of CMWs by communities as Skill Birth Attendants;

3.6            Coordinates with LHWs supervisors to help CMWs in undertaking community based activities and deliveries; and

3.7            Attends regular monthly meetings of LHWs as possible to discuss activities, reporting and referrals by CMWs and strengthen linkages.

4.      Clinical attachment of CMWs

4.1            Through District Focal Person of MNCH, identifies locations for clinical attachment of CMWs, develops detailed plan for clinical attachment executes the planeffectively;

4.2            Supports DFP to negotiate the clinical attachment arrangement with relevant hospitals;

4.3            Develops learning objectives i.e. what the CMWs  should be able to do by theend of the  day:

4.4            Makes a schedule for ongoing field visits including  frequency and time allocation for supportive supervision and mentoring for each CMW

4.5            Develops monitoring plan for the clinical attachment and implements it ensuring quality of skill development; and

4.6            Monitors progress and provides regular report to CMW Specialist.

5.      General

5.1               Compiles information on activities under the pilot initiative and submit periodic reports on monthly, quarterly and annual basis to CMW Specialist;

5.2               Documents  successes, challenges, case studies and lessons learned;

5.3               Organizes quarterly clinical coordination meetings with relevant authorities (CMWs school management, administration of clinical placements sites, DEP of MNCH,  UNFPA and Midwifery Specialist to discuss progress of pilot initiatives, success stories and issues related to clinical placement and practice;

5.4               Participates in relevant meetings and workshops  and shares with CMW Specialist and in relevant forums; and

5.5               Performs any other responsibilities assigned by CMW Specialist.

Qualifications and Requirements:

  • Midwife, LHV or Nurse Midwife;
  • Registered with the Pakistan Nursing Council and members in good standing in the Midwifery Association of Pakistan;
  • Computer literacy is must, have thorough knowledge of MS Office, internet surfing and e-mail communication;
  • Five years of clinical experience in the area of maternal and child health or maternity units;
  • Demonstrated community leadership with potential to serve as a strong role model for community midwives;
  • Strong supervisory, mentoring, training and monitoring skills;
  • Knowledge of competency-based training approaches preferred;
  • Past experience in clinical service delivery at community level preferred;
  • Willingness to participate in knowledge sharing and skills updates;
  • Ability to handle multiple tasks with minimum supervision;
  • Excellent verbal and written communication skills in Urdu, Sindhi and English;
  • Excellent interpersonal skills;
  • Ability to work flexible hours;
  • Willing to work in the field
  • Preference will be given to local candidates belonging to respective districts, but others meeting criteria can also apply
