Position Title: Team Leader Quality Assurance

 Summary:       The Team Leader Quality Assurance (QA) shall report to the Manager Compliance and assist in review of adherence to policies, procedures, guidelines and donor compliances in procurement management, documentations and ensure appropriate recording and reporting system. This position is responsible for ensuring a transparent procurement process in the project management. Team Leader QA will randomly visit (based on the risk assessment) and monitor quality / quantity of items procured for Program purpose. Team Leader QA will also keep an eye on vendor management practices as well as processes of Procurement in order to make the processes more transparent.

Essential Job Functions:

  • Receive the tender documents; coordinate with Grants Team to prepare the photographs and Administration to remove any identification mark from the tenders and ensure that each sample gets confidential code number.
  • Coordinate with technical committee for technical evaluation to the items and forward the technical committee analysis to DFA for finalizing the venders.
  • Prepare list of items for announcement through newspapers for extending the vendors base for prequalification. In this regard, conduct meetings with vendors and also do 360 degree analysis of vendors in addition to market surveys.
  • Depute at least one person from the section for each distribution to ensure that the items procured and distributed to the beneficiaries are according to the sample and stipulated quality standards.
  • Ensure the quality and quantity of the items through quality assurance committee comprising of different sections.
  • Ensure that the samples selected are stored properly.
  • Conduct a risk assessment of procurement function and advice on process improvement.
  • Perform vendors’ due diligence in order to ensure effective supply chain management.
  • Perform other tasks assigned by supervisor from time to time.

Required Skills & Experience:

  • Bachelor’s degree preferably in Business, Finance, Economics, procurement management or related field; any trainings/ certifications relating to procurement management or quality assurance will be an added advantage.
  • Proficiency with Microsoft Office and Excel required;
  • USAID or other international experience, knowledge of the USAID ADS system, the Federal Acquisition Regulations cost/price analysis, contracts types, grants and cooperative agreements;
  • Ability to deal with ambiguity and change;
  • Strong communication and organizational skills;
  • Ability to coordinate and lead team members;
  • Excellent interpersonal skill, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team;
  • Ability to analyze and propose/generate solutions to problems;
  • Ability to work independently and as part of a group;
  • Ability to work effectively in a fast-paced and changing environment;
  • Fluency in English required.

Preferred Skills & Experience:

  • Master’s degree preferably in Business, Finance, Economics, procurement management or related field; any trainings/ certifications relating to procurement management or quality assurance will be an added advantage.
  • 6-8 years of experience (relating to procurement management, compliance management, quality assurance or other related fields) in USAID funded programs with adequate experience and knowledge of pertinent US Government regulations including AIDAR, CFR, FAR and OMB circulars;
  • Previous experience managing Grants implementation for a USAID-funded assistance program.

TECHNICAL SKILLS, KNOWLEDGE & ABILITIES:

  • Strong oral and written communication, supervisory, accounting, analytical and decision making skills.
  • Ability to communicate, interact and work effectively and cooperatively with all people including those from diverse ethnic and educational backgrounds. Willingness to contribute to cultural diversity for educational enrichment.
  • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment and report unsafe conditions to the appropriate administrator.
  • Ability to maintain confidentiality in all aspects of the job.
  • Accounting skills and understanding of financial control concepts
  • Ability to communicate effectively (both verbally and written) at all levels
  • Ability to follow through audit tasks in a systemic manner to completion.
