Relevant Experience:

Master’s degree in Geology with courses on mineralogy/petrology and economic geology is required.  Personal experience of conducting field work for geological mapping and mineral exploration, specifically in various districts of Khyber Pakhtunkhwa (KP) is highly desirable. Familiarity with GIS will be an advantage. 

Duration and Duty Station of the Assignment:

  1. The duty station for this consultancy is Peshawar with occasional travel to other parts of
  2. KPK and the country.
  3. This assignment is planned to take place as per a start date of on or around 04/25/2014 and end date of on or around 06/25/2014 hereto for a total of 44 days LOE, including 15 travel days (in country). Last date for submission of the final deliverable/s is 06/15/2014. 

Job Description:

Pakistan is endowed with extensive geological potential but unlike other developing countries with such potential, it has not yet been able to promote growth and alleviate poverty by exploiting its natural resources to the maximum extent possible.  The country's mining industry is dominated by the public sector and there has been little or no modern exploration with the benefit of large-scale private sector investment and foreign investors with modern management, capital and technical know-how. Proper mine/quarry management and investment is constrained across much of the country due to ineffective mining concessions, resulting in weak regulation and enforcement of mining lease agreements. As a consequence of the above, industry best practices have not been introduced and meaningful investment in technology and expertise has not been made.

In order to capitalize on the natural mineral endowments of Khyber Pakhtunkhwa (KPK) keeping in line with the updated provincial policy framework, a review of the provincial mining regime, business processes and SOPs need to be undertaken to identify constraints to private investment and requisite service delivery. This consulting assignment is intended to provide additional support to the consultant already working under the scope Institutional Support to the Mineral Development Department, Khyber Pakhtunkhwa in strengthening the KPK MDD and their ability to cater to the private sector and improving the Mineral Sector’s performance.

Principal Duties & Responsibilities

  • Conduct a background reading of all the relevant literature listed in Annex A of this scope
  • Identify and review all legislation and rules directly and/or indirectly governing the mineral sector
  • Meet with key stakeholders, including private and public sector players, of the mines and minerals sector to complete the scope of the activity.
  • Work in close coordination and support the consultant for Institutional Support to Mineral Development Department: KPK.

Specific Tasks of the Consultant

  • Support the roll-out of the reform agenda outlined in the Policy report.
  • Support the consultant hired under ‘Institutional Support to Mineral Development Department: KPK’ by collecting information through field trips or other means as required to complete the deliverables mentioned in their scope.
  • Examine past exploration data district-wise and for each district list mineral prospects in order to assist the consultant in finalizing the inventory of past data/ available mineral resources.
  • Assist the consultant in delineating prospective blocks in each district of KP based on EDG’s local knowledge of geology and mineralization.
  • Assist the consultant in drafting ‘Investor Information Package’ for each prospective block, on standard format, for accurate reporting of data/information to potential investors.
  • Draft ‘Request for Proposal – RFP’ Documents with collaboration with the legal expert.
  • Draft Bi-weekly reports on standard format on all the above mentioned activities and implementation of reforms.
