PURPOSE OF POSITION
Improving the quality of WV Pakistan integrated program through maintaining efficient and effective monitoring systems and local mechanisms to improve accountability, improving internal information flows, and providing field-based program support on M&E
Act as information focal point at the location (Islamabad) ensuring information flow between the different units, and between location and Punjab/Sindh/ Islamabad Offices/ Office Staff
Major Activity:
Ensure that all proposals, DME (Design, Monitoring and Evaluation) and PD (Program Development) implementation for urban program follow LEAP (Learning through Evaluation with Accountability & Planning) standards including MSCT- Most Significant Change Technique, HAP (www.hapinternational.org ) and Sphere
ï§ All proposal developed are LEAP aligned.
Staff are guided and facilitated in preparing budget for program and projects on LEAP standards and template
Program designs including designs for projects are standardized in terms of LEAP format and other relevant principles including HAP and sphere.
Processes of reporting, communication and information sharing are leapified. Stories are developed through MSCT and available for disseminations for particular purposes e.g. annual reviews.
Staff is trained (as needed) and aware of LEAP, Design and other DME frameworks/ methodologies through LEAP implementation program approach.
Facilitate and coordinate process of preparation and finalizing logframes and M&E plans during proposal development
ï§ Logframes are reviewed and finalized Quality and timely inputs on the logframe, M&E plan and ITT (Indicator Tracking Table)based on programme design/needs and in response to RFAs (Request for Applications)/calls for proposal submission
ï§ The logframes and M&E plans, ITT for relevant projects available with clear definitions of indicators, time and roles and usable for monitoring and evaluation purpose
• Proposals are re-designed based on relevant needs and implementation realities as reflected in the monitoring reportsdata and information provided during proposal development and report writing
Support urban program / AIP (Area Integrated Program)and HO (Head Office) staff with M&E assistance related to M&E templates, reports and analysis
ï§ monthly quarterly, semi annual program and M&E reports reviewed and and feedback provided on DME issues.
ï§ Reports contain quality and consistent information on program and project achievements and other necessary secondary information.
ï§ M&E reports are uploaded to PAKO (Pakistan)programmes database
ï§ Monthly report as well as quarterly reports are produced on time and standardized as per WVP agreed guidelines.
ï§ Information in the form of monthly master ITT is consolidated for all projects in AIPs at district level.
ï§ Take part in planning and implementation of lessons learning exercises and ensure designing of it following reflection process of LEAP
ï§ Maintains a consolidated overview of M&E needs/reports required throughout all programs
Design and support Implementation of programs M&E/ CWBO (Child Well Being Outcome) for quality assurance and M&E needs
ï§ Projects in Urban program are baselined and required benchmarks are available against which the project/ program achievements will be assessed during evaluation processed.
ï§ Monitoring visits and reports done by field DME team are supervised during field process and necessary guidelines are provided to ensure mechanism of quality monitoring
ï§ Internal and external need assessment,baselines and evaluation studies are designed, planned and conducted with close collaboration with DME to ensure application of LEAP standards and other necessities of WVP guidelines and procedures.
ï§ Information is provided e re assessments and evaluations ensuring consistency and authenticity while designing and preparation of assessment and evaluation studies.
ï§ Technical support provided during assessment process ensuring WV M&E principles and pre-requite for consistent and standardized formats of the process.
ï§ Study logistics arranged in consultation with HO and AIPs during the implementation of internal and external studies.
ï§ Gaps in designing and reporting at AIPs level are identified and addressed through technical guidance and inputs on DME related areas.
ï§ Support Data Storage, retrieval and dissemination/sharing
ï§ Tools developed and Data storage and retrieval are mechanized (Master ITTs) and used by DME staff for progress consolidation. DME staff supported in Process
ï§ PAKO programme Database is updated with necessary M&E information that includes progress reports, monitoring reports, other internal and external programmatic resources.
ï§ Information needs are fulfilled with consistent and updated data from program and project progresses and other available records.
Knowledge & Skills:
Masters degree/University degree in any of the relevant field - rural development, Economics, and Statistics
At least 5-years experience in management of monitoring and evaluation of humanitarian relief or development projects
Fluent in English, preferred knowledge of Urdu/Hindko/Pashto
Work experience in complex emergency/rehabilitation settings/development programs
Familiarity with data management software (MS Access, MS Excel, SPSS, etc) desirable
Strong commitment to WV’s vision, mission and core values
Knowledge of the geographical location
Strong communication and negotiation skills with ability to express ideas and concepts clearly and persuasively with internal and external stakeholders

Ability to write and edit reports and work effectively under pressure
Proven experience in establishing monitoring and reporting systems and quantitative/qualitative data collection techniques
