1.     Organization

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up by the Government of Pakistan, as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfWEntwicklungs bank (Development Bank of Germany) and other statutory and corporate donors.  PPAF aims to be the catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions at the grassroots/community level through a network of more than 100 Partner Organizations across the country.  These include social mobilization, livelihood support, access to credit, infrastructure and energy, health, education and disaster management.  Background:

The Finance and Accounts Unit of PPAF requires the support of F&A consultant who will work in Finance and Accounts team to perform financial monitoring visit in close alignment with PPAF joint monitoring team and also assist F&A unit in performing appraisal visits and any other assignments.

2.     Objective

1.  Undertake activities related to Partners Organizations (POs) which mainly includes

  • Analysis of financial statements.
  • Monitoring and appraisal visits
  • Review of Internal Audit Reports, Management Letters of POs and PPAF external auditor’s reports.

2.  Support to the Unit Head, Managers F&A in timely reporting of any findings in the financial position and performance of Partner Organizations.

3.     Scope of Work (SoW) and Person Specification

 Supporting General Manager and Managers F&A in undertaking the following:

  • Review and Analysis of Audited and Management Accounts of Partners Organization.
  •  Ensure timely submission Audited and Management accounts with Management Letters to PPAF by POs as per the PPAF policy.
  • Plan and perform monitoring visits to POs on the basis of observations highlighted in the review of Audited and Management Accounts, Management Letter, Internal Audit Report, SOEs Review and if any observation highlighted by PPAF external auditors.
  • Perform appraisal visits of POs as and when required.
  • Maintain and update data base of the findings observed in the field visits and their subsequent status as per agreed implementation plan.
  • Maintain complete record of POs Audited Financial Statements with Management letters, Management Accounts and their analysis report both in hard and soft forms.

 Qualifications of consultants:

  • ACMA or ACCA or MBAs from recognized university or CA Inter articles completed from reputed charted accountants firms;
  • Minimum 4 years post qualification experience;
  • Excellent oral and written communication skills, including report-writing, in English

  • Reports on;
    • Monitoring visits
    • Follow up visits
    • Appraisal visits
  • Control sheets of POs annual audited and management accounts.
  • Updated data base of findings at POs level as per agreed action plan
  • Other support to Unit Head as required

 Contract Duration
