Background

The Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up as a fully autonomous private sector institution, PPAF enjoys facilitation and support from the Government of Pakistan, the World Bank, and International Fund for Agricultural Development (IFAD), and other statutory and corporate donors.  The PPAF aims to be the leading catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions such as support to social mobilization, microcredit, community physical infrastructure, water, energy and disaster management, livelihoods, capacity building, health & education and environment and social safeguards at the grass roots/ community level through a network of more than 100 Partner Organizations across the country. All PPAF assisted interventions have to undergo the screening of Environmental and Social Management Framework (ESMF) to ensure compliance of environmental and social safeguards to avoid or mitigate negative impacts on physical, biological and social environment caused by PPAF supported projects/subprojects.

Currently, the ESMF document is only available in English. Considering PPAF’s diverse regional portfolio, a need for translation of ESMF document in local vernacular languages has been felt.

Objective

The objective of the proposed initiative is to further facilitate our POs, and ensure efficacy of the ESMF document in the field.  The proposal includes translation of the ESMF document in Urdu, Sindhi, Balochi, Punjabi, and Pashto.

Scope of Work

The translator/s will be responsible for:

  • Producing a 100% accurate translation of English text to Urdu, Sindhi, Balochi, Punjabi, and Pashto. Content accuracy includes detailed comparison of content, facts and figures and making sure there are no omissions from the original document (i.e. translation and proofreading of all footnotes and/or endnotes, captions under tables, lists etc.).
  • Ensuring excellence in Urdu, Sindhi, Balochi, Punjabi and Pashto, including excellent vocabulary, syntax, expression, grammar, and relevant terminology for the required languages.
  • Ensuring quality check and proofreading of translation and that no typographical errors are left in the final text.
  • The translation submitted to PPAF under this TOR is the property of PPAF and cannot be submitted, distributed to or used by any other party, unless arranged otherwise.
  • The translator/s is obliged to work within the required deadlines and be available to PPAF for comments and corrections. If, after the translation is proofread, PPAF requests certain sentences or parts to be translated more appropriately/accurately, the translator shall furnish a second finished version of the translation, taking into account the directions concerning modification.

Deliverables

  1. Submission of translated version of the first section of the document, entailing executive summary and introductory chapters by March 29th, 2013 for PPAF’s review. PPAF to revert with comments by April 5th, 2013.
  2. Submission of translated version of the second section of the document, entailing compliance guidelines and forms as well as the annexures by April 12th, 2013 for PPAF’s review. PPAF to revert with final comments by April 18th, 2013.
  3. Incorporation of comments and submission of final translated version (electronic and hard copy) by April 25th, 2013.

Duration and Milestones

The duration of this assignment is 35 days.

Qualifications of Consultant

The consultant/s should have Master’s Degree with relevant experience of about five years

Translator/s must have a proven experience in translations from English to Urdu, Sindhi, Balochi, Punjabi and Pashto for clients such as research institutes, human rights organizations, international organizations, or other translation users.

Excellent knowledge of English, Urdu, Sindhi, Balochi, Punjabi and Pashto languages, as well as written and typing skills are required. Samples of previous work or a sample translation of document to be translated maybe requested.

Reporting & Coordination:

Consultant will report to General Manager Environment and Social Management (ESM) Unit

General Manager ESM Unit will also be the contract coordinator

Facilities and Benefits

Consultant will be provided with the required document for translation and technical assistance of ESM unit staff, if necessary.

Selection Method:

Consultant will be selected in accordance with the Selection of Individual Consultant/Firm method set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (2006).
