Job Title: Consultant - Development of Online Learning System
Reports To: Company Secretary / Head ARC / ERP Manager
Duration: 30 days input spread over a period of 5 months

BACKGROUND:
Agribusiness Support Fund (ASF) is a not-for-profit organization registered under the Section 42 of the Companies Ordinance 1984. The company operates with the overall mission of economic development & poverty alleviation through development of agribusiness sector of Pakistan. One of the core activities of Agribusiness Support Fund (ASF) is delivery of agribusiness trainings which are directed at developing management skills alongside technical skills, in particular for farmers and for managers of agro-processing enterprises, as well as for service providers and agriculture professionals. The company has an in-house division called Agribusiness Resource Centre (ARC) which has imparted training to thousands of farmers, service providers, agribusiness managers and other agribusiness professionals under different training programs / courses organized nationwide.
ASF intends to introduce an e-learning mode of delivery of training programs in addition to the traditional face-to-face mode of delivery of trainings and courses. The e-learning mode will involve the use of computer and Internet technologies to deliver a broad array of agribusiness capacity building programs, including short courses. In order to manage the development and to ensure the successful implementation of the online learning system, ASF requires the services of qualified and experienced professional.

REQUIREMENTS:
Qualification:
- Having minimum bachelor’s degree in Computer Science or equivalent degree.
- Specialized in web based software development.
- PMP qualification will be considered a plus. (In absence of PMP qualification, minimum 3 years of project management experience is required.)
Experience:
- Minimum 5 years’ experience of web based software design, implementation, integration and deployment.
- Hands on experience of Application Life Cycle Management (ALCM).
- Working experience of designing medium to large databases (database having minimum 30 entities).
- Team Management and Project Management skills are required.
Skills and Knowledge:
- General knowledge of various distance learning systems and their characteristics.
- Broad knowledge of web based distance learning systems and their characteristics.
Language Skills:
- Proficiency in technical writing.
- English language proficiency in speaking and writing to demonstrate and communicate in clear, concise and well organized manner.
SELECTION/EVALUATION CRITERIA:
Candidature will be evaluated and scored through the criteria below. The maximum total possible is 100 points.
Qualification: 20%
The extent to which the applicant meets or exceeds the required level of education as described above
Experience: 35%
The extent to which the applicant's relevant experience and technical expertise meets or exceeds the requisite levels of professional experience set forth above.
Knowledge, Skills and Abilities: 35%
The extent to which the applicant's relevant experience meets or exceeds the requisite levels of acquired knowledge, skills and abilities as set forth above. Applicants will be evaluated based on information presented in the application and reference checks.
Language: 10%
The extent to which the applicant meets or exceeds the required language ability as explained above.
