Advocacy for the rights of children and their families to help them live a safe, fulfilling and dignified life.

WVP is trying to develop an urban area integrated program amongst the poorest of communities. WVP has been working with Rawalpindi communities for child protection and has achieved some degree of social cohesion and a very big focus on supporting the most vulnerable children. The project will mainly focus on developing linkages with the government and other service providers for local level advocacy and improved accessible services. Where gaps and improvements cannot be made through advocacy the project contributes to self-help by supporting community driven initiatives (CDIs) addressing child wellbeing issues related to nutrition (health food security, wash) and/or child protection (child labor and lost right to education

PURPOSE OF POSITION
To lead a team of World Vision staff and work closely with Government, community , religious leader, and other stake holder in with the aim of achieving fundamental long term positive change in their lives in implementing CVA project which empowers citizens’ especially the most the vulnerable and excluded communities, children and women, through an inclusive social mobilization approach. In particular it has phases enabling citizens, monitoring performance and interface /action planning and implementation. The position will familiarize with the WV approach and tools for implementation of child well being out come. This project and the PC post will support operationalization of the national advocacy strategy at the area level, as well as supporting its integration into other projects in Urban program as directed by the Senior Manager Children’s Programming.


The incumbent will be responsible to implement the CVA project and its activities to ensure that

  • Vulnerable groups and communities are able to appropriately present on their rights to the government and humanitarian communities for policy implementation and affirmative policy actions and develop support and monitor joint action plans for inclusive community development .
  • Ensure positive sustainable community and government department engagement across sectors and at various tiers while ensuring high level representation with government, religious and community representatives.
  • Support communities to develop inclusive CBOs, village development plans with children women and men’s as well as vulnerable groups representation and participation.
  • Support communities to implement and monitor 30 Community Driven Initiatives and monitor their impact
  • Develop a comprehensive area strategy together with communities and government based on an analysis of the VDPs
  • Develop four four-year sectoral projects for child well-being (concept notes, budgets and proposals) based on the DNA, VDPs, Area Strategy aiming for impact on improved child well-being.
  • Routine reporting is accurate and timely and that monitoring findings are corrected as guided by the ADM
  • Document project learning and update or develop any model guidelines for starting a rural/ program AIPs ensuring the model is nuanced for rural or urban contexts.
  • Support development of case studies and stories from the project demonstrating impact on child well being
  • Ensure quality implementation.
  • Monitor security implication of project activities and discuss with SFA and ADM

Major Activity

  • Team-management, capacity-building, orientation and mentoring of staff on development, coordination and implementation of interventions applying inclusive social mobilization, CVA and CDI approaches.
  • Staff understand and practice WV core values and are aware of child protection issues and referral mechanisms.
  • Project staff is well-versed with inclusive social mobilization, child participation, child wellbeing CVA, advocacy and CDI approaches and concepts.
  • Staff understand the sustainability goal with regard to community advocacy and government engagement.
  • The staff is trained on identified gaps and learning objectives, as per performance appraisals.
  •  Performance agreements set at the beginning of the year with supervisor and direct reports and performance appraisals meetings held regularly and minimum after probation, semiannual and annual.
  • Ensure strong coordination between projects staff, support departments and technical support staff in area and in Islamabad.
  •  Project inputs are coordinated with support departments and technical advisors
  • Procurement plans, dips and staffing needs planned and shared with support departments
  • Burn plans, GFR and finance needs coordinated and analyzed with finance.
  •  Monthly planning and project review done with project staff and shared with ADM/Senior Manager Children Programming
  • Participate in area quarterly planning and review sessions
  • Recruitment, procurement, activities and budget managed effectively in time to ensure quality implementation.

Programme Design and Development

  • Develop Area strategy based on VDPs with communities and government stakeholders
  • Area strategy developed in coordination with communities, government and other stakeholders
    In consultation with PDQD and Programme Officer, Develop four concept notes and subsequently four full proposals for PDQD and donors for fund-raising on communities’ prioritized issues.
  • Issues of communities especially of socially-excluded and vulnerable sections are identified and prioritized from Village Development Plans (VDPs), Implementing Partners (IPs) and other relevant stakeholders including government.
  • Lead is taken on research on WVP priority areas.
  •  At least 4 quality concept papers and 4 year proposals for improving child well being submitted to PDQD and subsequently funded
  • Support integrating advocacy ideas in to national and provincial proposals being developed in the National offices
  • Project reports are accurate, give equal weight to project obstacles and successes and have suggested solutions in case of design issues.
  • Narrative and financial reports submitted in time and aligned with on the ground realities, monthly reports, ITTs, monitoring reports and complaints/redressal reports. Issues identified have solutions suggested
    Projects redesigned discussed with ADM/ Ops director and submitted to PDQD for refinement and donor approval
  • Redesigns based on emerging needs and unavoidable circumstances approved through appropriate channels and project records shared and maintained at the area level.
    Establish and Operationalize CVA Approach in project and Area
    Set strategic vision, operationalize and coordinate CVA approach at the local level and to ensure its alignment with WV country as well as national advocacy strategies.
  •  Inclusive CBOs formed and registered
  • CVA approach is effectively implemented within the project including
  • Policy awareness to all stakeholders on communities prioritized issues Community performance monitoring related to services/issuesCommunity score-carding of community priorities related issues/ services.Interface meetings between communities and service providers/policy implementers/makersJoint action plans developed and effectively implemented at different tiers- village, cluster, UC, Tehsil and DistrictVillage development plans and action plans are incorporporated into government plans and practices at different tiers.
  • Take lead in developing the area strategy in the context of area-specific child well-being outcomes and community identified priority issues and solutions. Area strategy (including advocacy) is developed and implemented to contribute towards the broad objectives of WV Pakistan and national strategies.

Program Management

As per WV policies and management’s guidelines, coordinate implementation of the program and day-to-day running by providing conceptual, technical & administrative support to team and spending time in the field.

  • Ensure support to team, communities and IPs for the activities.
  • Regular (minimum twice weekly) field visits to maintain coordination with the communities and structures formed under the project as well as to align project activities with CVA, social mobilization and CDI approaches and ensure inclusivity and a focus on child well being
  • Project GIP/DIP, reports and financial information is coordinated timely and effectively, as per the project documents and proposals.
    Provide timely updates to line Managers on the ongoing project/initiatives for informed and effective decision-making. Technical and direct line Managers are timely and appropriately updated on ongoing project progress/initiatives and play significant role and contribution in decision-making. Significant changes are only implemented when endorsement by SO signaled by PDQD.
    Ensure technical support and management oversight in preparation of key documents (for example, detailed implementation plans, log-frames, M&E plans, ITT, monthly and quarterly reports) Technical and coordination support is available in the preparation of key documents such as BMT, ITT, Quarterly Planning Formats, and reporting on WV standard formats.

Liaise and collaborate with other internal sections to ensure smooth functioning of system/policies. Strong coordination has been developed with the WVP support departments (Admin, HR, Finance, Procurement and IT) to ensure the project functions running smoothly and according to the WV policies and procedures.
Review all program and project documents to ensure that principles of Red Cross Code of Conduct, SPHERE Standards, HAP-I Standards and relevant WVI Standards, strategies and policies are adhered to. Monthly and quarterly project reviews conducted and number/type of quality feedback provided to team and line management.

Networking – Representation – Liaison

  • Support identification, formation and strengthening of coalitions/clusters, partnerships with like-minded stakeholders to achieve the project-specific and broader objectives of CWBOs.
  • Coalitions and partnerships are formed to effectively implement the projects and improve the overall child well-being targets.
  • Liaise and coordinate with govt. and other key stakeholders to build rapport, working relationship, information exchange in order to mobilize their support and collaborative actions around CWBOs.
  • Linkages are developed and WV enjoys a good rapport and working environment with the government line departments and other stakeholders through and for better coordination, collaboration and partnerships.
  • Information is timely and effectively exchanged with relevant government departments and other stakeholders.
  • WV is perceived as a key advocacy lead on child well-being.
  • Key stakeholders including potential IPs’ (where applicable) updated data-base is in place..
    Actively contribute to decision-making process within WVP by way of exchanging information, collecting data and info from other stakeholders and ensuring that all appropriate channels of communications are feeding into the process. Coordination and information-sharing on feedbacks of external stakeholders is maintained within WV to contribute in the decision-making and to ensure their support and cooperation for CVA project.
  • Develop Partnership agreements/MoUs with relevant institutes for collaborative interventions, as per need. Number of agreements/MoUs signed with relevant and potential government and other stakeholder institutions to improve the CWBOs including frequency and quality of government engagement.

Capacity Building

  • Ensure capacity-building of project teams, IPs, government line departments, communities, and other stakeholders on CVA, social mobilization and CDI approaches.
  • Training, orientation and refresher sessions for all these stakeholders are conducted regularly and they are well-trained on CVA, inclusive social mobilization and CDI concepts and other important aspects
  • Closely work with WV support departments (Admin, finance, procurement, IT and HR) to build the capacity in terms of WV policies and procedures as well as opportunities offered by other stakeholders.

Monitoring/Evaluations and Assessments

  • Develop monitoring plan in close collaboration with the Programme Manager and ensuring adherence to implementation plans, high quality project management and timely implementation
  • An effective and efficient Monitoring plan is developed in joint consultation with Advocacy Manager to ensure the transparency and accountability. 
  • Ensure progress and relevant issues are highlighted with WV’s management and that timely decision-making in carried out to facilitate smooth-running of the projects/ Programmes Monthly and quarterly progress review and planning meetings carried out and minuted in order to update the ADM /Senior Manager Children's Programming and WV’s senior management regarding progress and timely decisions for smooth progress of the projects/ Programme.
  • Facilitate DM&E Officer to develop M&E plans and systems, assist in assessments, Base line surveys and KAPB studies and developing tools for these exercises.
  • Support is available for DM&E Officer to develop M&E plans in consultation with team and ADM/ Senior Manager Children's Programming and technical leads.
  • Accept M&E observations as being constructively critical and take corrective measures in consultation with line managers.
  • Number of baselines surveys and KAPB studies facilitated in shape of developing tools
    Ensure the information and reports are adequately managed and maintained in appropriate manner and retrievable.
  • Monthly, Quarterly, Semi-annual and Annual reports are available in timely manners
  • System is in place for flow of information and data is maintained in soft and hard forms on different levels.
    Financial Management
  • Ensure timely and efficient budget management, timely & appropriate submission of project expenses as well as facilitation to project audits.
  • Budget management is ensured through updated and traceable Budget Management Tool (BMT) for effective utilization and to track expenses against actual budget.
  • Financial requisition forms and supporting documents are organized and submitted to finance in appropriate and timely manner (Cash Projections, Cash Flows)
  • Project audits are facilitated.
    Regional Engagement
  • Facilitate Advocacy Manager in responding to regional updates with area specific information. Number of updates facilitated as per the requirement of the Region.
    Other duties as assigned by the National Advocacy Manager and Area Development Manager/Senior Manager Children’s Programming Number of other duties performed as identified by National Advocacy Manager and Senior Manager Children’s Programming/Area Development Manager.

Preferred Skills, Knowledge and Experience:

Masters Degree in social sciences especially development studies, anthropology, sociology, social work, or other related social sciences subjects. 1 Knowledge and experience of developing concept notes,proposals and reports for donors.
Experience to develop an inclusive and integrated area strategy or department/office strategy based on community identified or other evidence based inputs.
Have strong conceptual understanding and experience of applying social inclusion approaches through social mobilization, CVA, CDI and child well-being concepts. 2 Proven track record of running community empowerment focused projects while linking sustainably with communities and government.
