The current Pakistan County Team consists of an Country Director, a Programme Manager, a Humanitarian Officer, a Livelihood Officer, a Gender Officer, one Programme Assistant, an Administration & Finance Manager, and support staff.

Background to the Role:
|
Trócaire has been working in Pakistan for over thirty years. Currently we have three programmes in country, working primarily through our partners in KPK and Sindh. A vacancy has arisen for the post of M&E Officer in country to become an integral part of the country team.
As a partnership agency Trócaire generally does not directly implement programmes, but works with local civil society actors, enabling them to offer quality service to the community. The M&E Officer leads Trócaire and our partners in designing, developing and implementing effective and accountability M&E systems and processes to help ensure a quality response in all our programmes.

Scope of the Role:
|
The primary function of the Monitoring and Evaluation Officer is to lead monitoring and evaluation of Country’s programmes’ results using Results-based Management approach and by guiding, supporting and leading design and implementation of appropriate and effective M&E systems and procedures that meet Sphere and other minimum standards. The M&E Officer will support Trócaire and partner staff in creating and implementing M&E systems that lead to improved programme quality and accountability to participants of our programmes.

Key Duties & Responsibilities
|
Program Support/Technical Assistance:
- Lead and support Trócaire and partner staff in the implementation of all M&E activities throughout the programme cycle and reporting against programmes’ results, providing hands-on technical assistance in the development and implementation of M&E systems and tools based on RBM approach, logic models, proposal and report submissions, and in conducting evaluations
- Support programme officers and partners in collecting gender-disaggregated data and a strong evidence of change in the programmes
- Ensure that accountability to beneficiaries (downward accountability) and their involvement at every stage of the project cycle is the critical lens though which an M&E framework is designed.
- Identify staff and partners’ training needs,support capacity development in M&E skills using RBM approach, including mentoring as necessary for programme and partner staff, and ensure that partner organisations have appropriate M&E systems in place and sufficient capacity to manage reporting against project and programme results effectively.
Communication/Information Management:
- Develop good working relations with partner organizations. Exchange information and experience on appropriate methodologies, tools and indicators and contribute actively to an M&E learning community within Trócaire and among partner organizations.
- Serve as the primary M&E contact person for Trócaire Pakistan
- Assist in the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying M&E findings, information, lessons learned, best practices and above all evidence of change brought about by the programmes among Trócaire, partner staff and other stakeholders.
Other Tasks
- Participate in country office strategic planning, regional planning meetings and review sessions

Person Specification – Essential Requirements (E)

(E) Qualification
|
- Graduate degree in a directly related field, such as operations research, quantitative analysis, etc.
- Five years of relevant professional M&E experience and conducting monitoring and evaluation research
|

(E) Experience
|
- Thorough familiarity with the principles and current approaches to M&E, in particular RBM approach, using both quantitative and qualitative methods, in all stages of programme cycle management.
- Demonstrated M&E field experience; skilled in collecting, synthesizing and analyzing data to meet both organisational and donor priorities.
- Experience developing SMART indicators and M&E systems that would capture the impact of Trócaire’s work
- Understanding of donor expectations and trends for M&E
- Experience of working closely and in participation with local communities in the development and implementation of M&E systems
- Experience in producing timely, detailed, accurate and informative reports to meet organisational and donor requirements
- Familiarity with Sphere and other minimum standards for humanitarian response
- Familiarity with key programme areas of CO (GBV, DRR/Humanitarian response, Sustainable livelihoods)
