Job Title: Regional Program Manager
Reports To: Chief of Party 
Duty Station: Quetta (Candidates belonging to Quetta will be preferred)
Age Limit: 45 years

Job Summary:

The Regional Program Manager will report to Director Programs and will be responsible for
smooth implementation of entire programmatic operations of ASF in region / province. The
incumbent will be responsible for coordinating and implementing ASF’s programs in region /
province, meeting ASF development goals in & project targets, identifying potential areas of
agribusiness intervention and development support to be delivered by the ASF projects, selling
ASF’s concept and mandate in region, designing grant interventions and carrying out initial
screening of funding requests, identifying prevailing policy, legislative or regulatory constraints
at regional level impeding development of the sector, development of functional linkages and
networks in region with overall goal to develop agribusiness sector of Pakistan.

Relevant Experience:

 M.Sc in agricultural economics, rural development, business administration, public
administration or relevant agro-allied discipline
 Minimum 7 years' experience related to the above duties and responsibilities, out of
which 3 years’ experience should be in a similar role. Experience of working with
International NGOs, donor agencies, or other reputed international development
organizations will be a plus.
 Specific experience in the agricultural development sector, preferably with broad
ranging skills and capabilities in the management, operation, promotion and
development of the sector, together with exposure of private/public sector partnerships
and excellent communication skills to interact at all levels
 A demonstrable track-record in promoting business growth and development, through
innovative thinking and strong team-building, are considered pre-requisites
 The ability to act independently and make rational, objective and qualified judgments is
considered an important asset, as is the ability to operate proactively.
 Computer literacy with demonstrated use of Word, Excel, Power Point etc.
 Excellent writing and communications skills in English required

Job Description:

Assume overall responsibility for coordinating and implementing ASF’s provincial /
regional programs, together with supporting the Director Programs in preparation of
detailed annual work-plans, targets and budgets for the region / province; responsible
for meeting ASF’s development goals and project targets in province / region
 In consultation with agricultural departments, private sector agribusinesses, farmer
groups and associations, universities and research institutes, and other relevant
stakeholders in region, identify potential areas of agribusiness intervention and
development support to be delivered by the ASF; Sell and promote ASF’s concept and
mandate in province / region
 Undertake an initial screening process of any requests for support submitted, to verify
the applicability of the submission, and to further develop the concept for final
consideration by ASF
 In conjunction with the provincial / regional Horticulture, Livestock & Dairy, and
Fisheries Specialists, identify specific crop/product agribusiness opportunities relevant
to the province / region, and provide a detailed assessment of the potential and
additional resources required to realize a viable business
 Identify prevailing policy, legislative or regulatory constraints impeding development of
the sector, or sub-sectors in province / region, and prepare the relevant details for
submission to Director Programs
 Under the supervision of Director Programs, undertake responsibility for structuring of
grant interventions for agribusiness development projects in region, ensuring
conformity and quality
 Develop the linkages and networks required at regional provincial level, and identify
and implement pro-active measures for continued collaboration
 Work closely with sector consultants engaged by ASF from time to time for
undertaking various assignments
 Assist M&E unit in monitoring of ASF programs in province / region
 Oversee day to day management of Regional Office, including administrative &
financial matters
 Any other responsibilities assigned by the Director Programs
