Relevant Experience:

  • Master’s degree from an accredited university essential;
  • 10-12 years’ experience community development, grant management and evaluation and administration of finance or small grants essential;
  • Knowledge of MS Office, particularly Word, Excel, and Access essential;
  • Budget construction and report writing experience essential;
  • Previous work experience with international donors/NGOs essential;
  • Excellent oral and written communication skills and fluency in Pashtu and English essential;
  • Strong organizational and detailed oriented skills;
  • Demonstrated ability to manage multiple tasks;
  • Strong interpersonal skills and ability to work under pressure.

 

Job Description:

  • Managing the Program Support Unit, including overseeing all staff issues and work-flow.
  • Liaising closely with senior staff in the PSU, Engineering, Procurement  and Finance sections to ensure smooth organization of all grant operations.
  • Management and maintenance of centralized financial accounting of all  grants and liaise with field administrative, logistical and procurement units in order to further streamline program objectives and ensure that project standards are followed.
  • Liaise with Field Coordinators and senior field staff to collect relevant information for the grants.
  • Oversee the review and evaluation of grant proposals and grant closings.
  • Review grants to ensure they include all relevant information and comply with the grant identification process.
  • Closely review the narrative components of all grants and reports to ensure they capture all aspects and fulfill the goals and objectives of the program.
  • Ensure timely completion of all grants within the time frame of grants.  Manage weekly inter-departmental coordination meetings on grant implementation.  Oversee management of a grant portfolio manager tool.
  • Provide policy guidance to ensure grant management policies are closely followed as per program standards and regulations.
  • Analyze budgeting and procurement estimates for grant implementation.
  • Work closely with PSU Manager, finance, and field office staff to ensure proper expenditures of grant funds.
  • Assist in monitoring of grants and building monitoring systems to ensure quality implementation, reporting, and impact.
  • Engage in overall political analysis, impact assessment, and strategy development to advance program goals.  Specifically, contribute to work plan creation and implementation. 
  • Other necessary tasks to ensure proper grant implementation and project success.
