Danish Refugee Council (DRC) working in more than 30 countries around the world is currently engaged in humanitarian assistance for reintegration solutions for Afghan refugees in districts of Khyber Pakhtunkwha Province of Pakistan through sustainable livelihood and to improve general living conditions. 

Position Overall Objectives:

The Assistant Field Engineer will have the primary role to assess the condition of existing infrastructure inside the refugee camps. S/he will also have to select/design appropriate community-based infrastructure solutions for different areas of project interventions. The Assistant Field Engineer will ensure that the proposed solutions incorporate best practice and are implemented equally in different projects. The Assistant Field Engineer will also be responsible for the technical assistance of the community members/contractors etc. 

Job Description:

Assessment and Design

  • Assess community infrastructure requirements in consultation with communities and in collaboration with other sectors, partners and participate in relevant integrated assessment.
  • Identify options/designs to support the community for economical infrastructure giving consideration to materials, climate, culture and international standards.
  • Support the planning and development of community infrastructure strategy, in close consultation with local communities, authorities, cluster, and other relevant stakeholders
  • Select and design the most appropriate form of sanitation system (to include excreta disposal, vector control, solid waste disposal, drainage) taking full account of local conditions, resources, customs and cultural norms.
  • Support in the design, development and integration of M&E systems into the programme components to assist beneficiary accountability, donor reporting and organisational learning.
  • Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance are factored into the infrastructure assessment, design and construction 

Management and Implementation

  • Provide technical guidance to the infrastructure sector and in a phased and prioritised manner with full consultation and co-ordination with staff and key stakeholders.
  • Oversee that community infrastructure activities are undertaken according to the project proposals, ensuring coherence and synergy between the various project components.
  • Conduct qualitative and quantitative assessments of existing Water and Sanitation in communities and identify options/designs to support community access to Water and Sanitation giving consideration to materials, climate, culture and international standards.
  • Select and design water systems including source selection (ground water, surface water), abstraction, storage, treatment and distribution for new systems and/or the rehabilitation of old systems.
  • Oversee the implementation of the infrastructure works (e.g. Inspect, record and monitor progress of all construction activities.)
  • Prepare and update work plans and resources needed for the field activities on regular basis in close coordination with the Field Engineer and WASH Coordinator.
  • Document and control of cost implications of contract changes due to design and strategy development.
  • Work closely with the logistics team to ensure timely project implementation taking into consideration the project context
  • Coordinate with all relevant stakeholders, especially field staff in implementation and monitoring the progress of planned work plans
  • Ensure Sphere standards both qualitative and quantitative are considered and any departures documented.
  • Represent the organisation as required at inter agency and government co-ordination meetings and liaise with organisations working in operational areas as per need basis. 
  • Liaise with other parts of the team to ensure consistency of messages and communication

Management and Implementation

  • In co-operation with the Field Engineer and WASH Coordinator, the Assistant Field Engineer will be responsible for documentation of all conducted activities including contracts of service providers etc within the project components of responsibility
  • Review documentation of all relevant activities (field trip reports, minutes of meetings, budgets etc.) in accordance with the organisations guidelines and regulations.
  • Ensure consolidated monthly statistics are maintained for all community infrastructure activities

YesInterpersonal Skills & Competencies Excellent  The Incumbent should have strong technical skills with the ability to interpret drawings and other specifications. Good working knowledge of different computer applications i.e. MS Office, AutoCAD, Outlook etc. The incumbent must possess good communication skills (oral & written) with the ability to write work progress reports. S/he must be a team player with the ability to maintain good working relationship with all stakeholders. Highly motivated and willing to travel in the field as part of the job. Speaking knowledge of Pushto language is desirable.
