Danish Refugee Council (DRC) working in more than 30 countries around the world is currently engaged in humanitarian assistance for reintegration solutions for Afghan refugees in districts of Khyber Pakhtunkwha Province of Pakistan through sustainable livelihood and to improve general living conditions. 

Position Overall Objectives:

To support the Programme Manager in developing DRC WASH and Community Infrastructure strategy including the selection and design of appropriate community-based solutions. 

Job Description:

Team leadership and capacity building

  • Orientate, mentor and provide on-the-job training to Field Engineers and Community Mobilisers and other staff as required in accordance to project objectives;
  • As required conduct training/capacity building activities as per identified skills upgrading needs to beneficiaries;
  • Encourage a positive, innovative and mutually supportive team spirit amongst the programme team

Assessment and design

  • Assess WASH and Community Infrastructure requirements in consultation with communities and in collaboration with other sectors, partners and participate in relevant integrated assessments;
  • Identify options/designs to support the community for access to WASH giving consideration to materials, climate, culture and international standards;
  • Support the planning and development of WASH and Community Infrastructure strategy, in close consultation with local communities, authorities, and other relevant stakeholders;
  • Closely coordinate with M&E Unit in designing and development of M&E systems into the programme components to support accountability, donor reporting and  organisational learning;
  • Ensure that issues of protection, gender, livelihoods, DRR and environmental impact, operation and maintenance are factored into the programme design

Management and implementation

  • Provide technical guidance to the Field Engineers and Community Mobilisers and in a phased and prioritised manner with full consultation and co-ordination with staff and key stakeholders;
  • Ensure that WASH solutions incorporate best practices and are implemented equally in the different projects and areas;
  • Ensure coherence and synergy between the project proposal and the actual implementation;
  • Closely coordinate with donor WASH and Community Infrastructure technical staff and provide regular updates under the guidance on the Programme Manager;
  • Oversee the implementation of the community infrastructure works on progress implemented either directly or through sub-contractors;
  • Assist the Programme Manager to prepare and update work plans and resources needed for the field activities on regular basis;
  • Ensure close coordination with the Logistic Department for the timely project implementation taking into consideration the project context;
  • Coordinate with all relevant stakeholders (NGO, local authorities, community structures etc) in implementation and monitoring of project activities;
  • Ensure DRC standards both qualitative and quantitative are followed in all project activities;
  • Represent the organisation as required at inter agency and government co-ordination meetings and liaise with organisations working in operational areas;
  • Liaise closely and effectively with other both technical and support departments to ensure consistency of messages, programme integration and clear interdepartmental communication.

Documentation and Reporting

  • Assist the Programme Manager to meet donor reporting deadlines as per DRC agreements by ensuring quality reporting on WASH and Community Infrastructure activities;
  • Ensure all necessary WASH project documentation is consolidated and annexed together with all required donor reports;
  • Continuously control the relevant budget lines and closely liaise with Finance department in order to avoid under / over-spent situations;
  • Follow up with Procurement & Logistic department to ensure budget follow-up and cost control after Order Requests are processed;
  • Document and control any project changes especially with cost implications and in such case communicate to the Programme Manager;
  • Ensure clear specifications are made in all Order Requests submitted to Logistic department.

Good working knowledge of different computer applications i.e. MS Office, AutoCAD, Outlook etc. The incumbent must be a team player with the ability to work independently and take responsibilities. The incumbent should have strong analytical and excellent problem solving skills. The incumbent must be enthusiastic and motivated and willing to travel in the field as part of his/her job.
