A USAID Funded Project intends to initiate self and wage employment study for the youth of three localities of Karachi by undertaking primary and secondary research in supply and demand side of job market. The objective of this study is to assess the prevailing employment status,  job market trends in various industrial and business sectors, prospective jobs (local and in Middle East), skills development needs and facilitation required, and potential for new micro enterprises.

For this purpose, the following experts with relevant qualification and experience are encouraged to apply for the short term consultancy assignment. The experts will use their education, experience, and additional understanding gleaned from the research and analysis tools to accomplish their relevant part of study. 

 

1. Team Leader (VCD-KAR-01)

By leading the team of consultants, he/she will be responsible for overall deliverables of the assignment.  A Masters degree with at least 15 years of professional experience in the relevant field is a prerequisite. 

  1. Coordinate and oversee the entire study, and to keep close coordination with the project team as well as other stakeholders
  2. Responsible for the all deliverables assigned to the entire team
  3. Conduct a supply side analysis on the unemployed population and workforce development with his team
  4. Supervise and monitor labor experts exploring the job market.

2. Wage Employment Expert (VCD-KAR-02)

Collect, analyze data, report findings and give recommendations of wage employment opportunities for youth in major industrial and business sectors of Karachi. A Masters degree with at least 10 years of professional experience working with various sectors/labour markets/human resource management is required.

  1. Perform the demand side analysis of wage employment opportunities available to the youth of Sultanabad, Lyrai and Korangi in at least 10 major industrial sectors as well as service sector of Karachi by undertaking secondary and primary research.
  2. Arrange and conduct the focus groups, at least one for each sector, with the sector players, sectors stakeholders, including office bearers of sector associations.

3. Self Employment Expert (VCD-KAR-05)

Collect, analyze data, report findings and give recommendations of self employment opportunities for youth. A Masters degree with at least 10 years of professional experience working with microfinance, start-up businesses, micro enterprises and business development services is required.

  1. Perform the demand side analysis of self employment opportunities available in Karachi for the youth.
  2. Recommendations to enable youth to embark upon self employment related ventures
  3. Highlight areas of potential micro enterprises, capital and skills set requirement, financial viability and possible source of funding, current limiting factor for youth to enter in such venture, any possible franchise model, and possibilities of USAID interventions, especially related to enterprise development training and vocational training.

4. Labour Export Market Expert (VCD-KAR-04)

Collect, analyze data, report findings and give recommendations of current and future job trends and opportunities in Middle East / other countries and required skills development needs of youth. A Masters degree with at least 10 years of professional experience of labour market, particularly in Middle East, is preferred.

  1. Perform the demand side analysis of labor export market by identifying and analyzing the job opportunities available to semi skilled / skilled labor force in Middle East and other countries in view of their economic growth trends and upcoming mega projects therein.
  2. Identify the trades / areas, where youth can get jobs after acquiring the vocational training. 
  3. Address the education, skills, knowledge and experience prerequisites and the possibility of USAID interventions to facilitate job seekers.

5. Workforce Development/Vocational Training Expert (VCD-KAR-03)

Collect, analyze data, report findings and give recommendations of current and required skills development / vocational training opportunities available to youth of the areas. Identify training service providers to partner with USAID program. A Masters / B.Sc. degree with at least 10 years of professional experience in vocational training, skills development, or technical education is required.

  1. Perform the supply side analysis of vocational training opportunities available to the youth of the aforementioned three localities in semi-government, private sector, philanthropy sector, and development sector, and categorize them to identify, with whom USAID can collaborate in workforce development interventions.
  2. Research on and provide the detail of the workforce development / vocational training service providers of Karachi, offering courses for youth of poor and lower middle segments.

6. Data Analyst (VCD-KAR-06)

Use SPSS software to enter and analyze survey data and write statistical reports. B.Sc. Statistics / Economics / MBA degree with at least 05 years of relevant professional experience is required.

  1. Enter the data of survey in the software
  2. Apply various tools to analyze the data in line with the guidance provided by the team leader
  3. Write a statistical report.
