Relevant Experience:

Job Description:

A. General Summary & Objective of Consultancy. Karachi being the largest city with over 15 million residents faces a variety of complex challenges, resulting in a multifold increase in crime in the recent years. A major contributor to a diminishing security situation in Karachi is the unemployment of youth. It can be argued that the unemployment, in part, is due to lack of the right skills and not because of non availability of employment opportunities.  Once the youth is provided with the right vocational skills, it can help them in obtaining jobs, locally or abroad and they could also enter into self employment using these skills. 

In this backdrop, USAID Firms Project intends to undertake a workforce development program in the following three troubled localities of Karachi to provide skills development opportunities to youth that can help them secure employment in various sectors facing shortage of labour.

  • Sultanabad
  • Lyrai
  • Korangi

For developing strategy and implementation plan, the project intends to collect quantitative as well as qualitative information and data about the demand side and supply side through a structured study. The study will encompass the prevailing situation and quantum of unemployment, skills and education level of unemployed youth, and major restraining factor to acquire vocational skills. On other side, study will identify the unmet needs of semi skilled and skilled labour of various industrial and service sector as well as available job opportunities in self employment sector and in labor market of other countries, especially Middle East.

This objective of this consultancy / SOW is to enter the data of survey in the software, and apply various tools to analyse the data in line with the guidance provided by the team leader and in turn write a statistical report.

B.  Principal Duties & Responsibilities.  Under this consultancy, the consultant will perform all of the tasks and activities, clearly mentioned in this document or implied, which are required to complete this survey in an effective way.

  • Keep close liaison with team leader for seeking necessary guidance
  • Develop an analysis plan and seek USAID Firms Project approval
  • Develop appropriate entry program in MS Access and any other relevant software (NOT EXCEL) for data entry and perform random checks to ensure the quality of the entered data
  • Ensure data cleaning of the filled questionnaires before entry in mutually agreed software
  • Before the data analysis, perform data cleaning on the entered data to ensure that data is clean of any entry errors and reflects the data gathered through questionnaires
  • Undertake a detailed analysis of the data collected in SPSS or other relevant software (NOT EXCEL) and provide descriptive statistics for all variables and inferential statistics for planned comparisons included in the data analysis plan
  • Produce a statistical report of the above (with sufficient narrative content to facilitate understanding and utilization by those with limited statistical background) and provide to team leader
    • The personnel should follow a methodical and logical approach in order to examine the findings and analysis of the data collection exercise separately for men and women.

C.     Deliverables.  The substance of, findings on, and recommendations with respect to the above mentioned tasks shall be delivered by the Consultant.

  1. A data analysis plan describing the tools /tests / tabulation to be applied on data / variables.
  2. Soft copy of the data entry program with data entries.
  3. A statistical report with sufficient narrative content to facilitate understanding and utilization by those with limited statistical background.

The report must include the findings and analysis separately for men and women.
