Responsibilities:
A donor funded organization requires  the services  of a Logistics  Advisor.  This is a full-time Islamabad based senior level position. This individual will serve to advise the project for implementation of logistics and procurement activities from the planning stage until contracts execution and delivery to the end users.
The Advisor must work towards the goal of achieving contraceptive security by  having 100% stock availability at the SDP level at all times.

Specific  Duties:

  • Close coordination with the Government departments at Federal, Provincial and Regional level
  • Work closely with other development partners and stakeholders working to support
  • Health and Population Departments in order to achieve the project objectives.
  • Support the project in developing and implementing their role in assuring the availability of essential reproductive health commodities to the poor people  and marginalized groups.
  • Work with government counterparts to identify key weaknesses and to develop a strategy for strengthening of targeted supply logistics activities  (Supply,  Storage, Transport, Inventory and Customer Service)
  • Develop well thought and well structured procurement plan for procurement of contraceptives and health commodities for the Health and Population Departments.
  • Support in development and/or refinement of technical specifications of contraceptive, health commodities, medical equipment, hospital supplies, non  contraceptive, and general items in order to ensure transparency and value   for money in the procurement.
  • Review, evaluate, and approve specifications for issuing and awarding bids.
  • Advise for the best and most appropriate procurement procedures, to be adopted  for procurement of reproductive health commodities, and non contraceptive  which meet the USAID procurement requirement.
  • Represent the project in negotiating contracts and formulating policies  with suppliers.
  • Review the procurement contracts and support in execution of contracts with  the local vendors.
  • Support in processing requisitions and purchase orders (where required)for  supplies and equipment.
  • Monitoring of supplies to the end users and ensure that these are according  to the contract and agreed terms including after sales service  and user's  training on complex and technical items.
  • In consultation with government counterparts, devise a well organized   schedule of requirement for reproductive health commodities in Pakistan and  advise for timely distribution to the provinces/districts.
  • Advise for most economical and safest channel of transportation for  distribution of contraceptives and other health commodities to the end users.
  • Work closely with other sections of the project on various technical matters to ensure coordinated approach  e.g. with Finance, HR, M&E, LMIS etc.
  • Resolve vendor or contractor grievances, and claims against the project.
  • Locate vendors of relevant materials, equipment or supplies, and interview them in order to determine product availability and terms of sales.
  • Monitoring and controlling resources  and overseeing the utilization of budget.
  • Advise for proper maintenance of records of goods ordered  and received  and Inventory Management.
  • Support and strengthen base procedures  and policies as necessary for the effective management of the supply chain, vehicle fleets, communication systems, and the logistics components.
  • Any other task assigned by the Country Director.

Knowledge, skills and abilities:

  • Proven oral & writing skills in English and computer literacy  in office applications are indispensable requirements
  • Excellent communication skills, and the ability to guide and manage persons at different hierarchical levels within the government
  • Knowledge and experience in developing procurement documents (Procurement Plan, SBDs, RFP, IFB, Evaluation  Criteria, Prequalification documents etc) and demonstrated ability to transfer her/his knowledge and offer  formal  and on-the­ job skills training in logistics  and procurement
  • Have familiarity with  the USAID procurement policies and procurement rules framed by the Government of Pakistan for procurement of goods, works and services,understanding of local laws.
  • Should  have full command on each step of the procurement cycle, supply  chain
  • management, warehousing and distribution systems and should  have obtained formal  trainings in these fields Proven oral & writing skills in English and computer literacy  in office applications are indispensable requirements

Minimum  requirement standards:

  • Master degree  (MBA, MPA, Economics or relevant field)
  • 8 to  10  years  of  practical experience  in  a senior  level  position in  the  social sector, particularly  in   health   and   population  sector   projects  in   logistics   management, procurement of goods, works and routine services.
  • Excellent  computer skills, including word-processing and spreadsheets; experience in using databases and making PowerPoint presentations; with most updated knowledge of technological developments, such as webbased, including MS Access
  • Fluent in written and spoken  English and Urdu, and capable of producing routine and performance/issue-based reports  and graphical  representations in English.
  • Self-motivated, able  to  work independently, team player and good interpersonal skills for building rapport with  government counterparts.
