Summary of Responsibilities:

The  LMIS  Advisor   is  responsible for  providing technical   assistance  and implementation of all aspects of LMIS and WMS activities to Planning  & Development Division, Ministry of  Health, Population Welfare  Departments and  Departments of Health  and  any  other structural  arrangements after the  devolution  of  MOH. The Advisor  is expected  to play  a leadership  role within the project and to coordinate the Organization's technical  assistance  activities in Pakistan,  under  the  supervision and guidance  of the  Country  Director. The LMIS Advisor  works  closely  with  government officials, USAID, donor/partner agencies  and  cooperating agencies  (CAs)  under  the supervision of Country  Director. Serving  as a principal technological staff  person, the Advisor will  propose innovative  ideas for improvements  in the supply chain management. The  LMIS  Advisor  is  also  responsible for  supervising the  Provincial Logistics  Managers,  MIS  Specialist,  MIS Officer  and  LMIS consultants towards  LMIS and CW&S automation.
The  Advisor  must work towards the  goal  of  achieving  contraceptive  security by having  100%  stock availability at the SDP level at all times.

Specific  Duties:

  • Provide  technical assistance  to  the  above  mentioned  stakeholders  to  manage, and  to  provide  technological solutions  in areas, such  as, contraceptive  security, forecasting,  warehousing,  procurement,  storage,  transport, and distribution, especially focusing on  logistics management  information  systems  (LMIS) and introducing and implementing through a web based system.
  • Assist the P&D, in implementing  a countrywide  LMIS by processing and generating reports for  contraceptive and  health  commodities reported by  field workers and  warehouses/stores throughout  Pakistan.  As  needed by  P&D  and below,  provide/arrange for  technical  assistance/help in  implementing the  LMIS, with  the  ultimate objective of ensuring  continuous  availability of supplies at  the service delivery points  (SDPs).
  • Assist the P&D in setting  up the LMIS Cell and database  for procurement planning  and monitoring through automation.
  • Plan, provide and manage technical assistance or logistics information, as necessary, to donors, partners and other partners to help them overcome logistics problems  and improve  the health commodity logistics system  in Pakistan.
  • Plan and conduct  assessments  throughout the system  as well as in selected  level of distribution, and ensure availability of needed hardware/software to implement the program.
  • Assess training needs in LMIS and other  areas of supply  chain  management and in coordination with  the  training team, outline  an ongoing  training program  and ensure its implementation.
  • Plan and outline  development of a computerized training model  in  various areas of distribution and ensure  implementation of the resultant training models in the program through initial field testing  and improvement of the modules.
  • Coordinate/develop a computerized and improved forecasting model, procurement pipeline, inventory management for population welfare  and health commodities, and assist in its implementation within provincial/regional governments
  • Conduct  an analysis  of logistics  data, and produce  quality reports  for GoP, donor,  and other  audiences, as and when required.
  • Assist in  defining  the  future  information needs of GoP's reproductive health  and package, and help improve the related  MIS system.
  • Coordinate/liaise  with  the government,  USAID, CRISP, and other partner organizations (World  Bank, UNFPA, Social Marketing Program  and  DFID)  about specific  logistics  issues. Serve as the  liaison  to the units  within P&D as and when delegated  by Country  Director.
  • Participate in  developing the  Organization's strategic workplan, its  modification, or other documents; and implement the resultant workplan.
  • Train  counterparts in  population and health  logistics, paying  special attention to their  computer skills, and help them  develop  additional LMIS skills.
  • Attend/conduct meetings  in Islamabad and in provinces  to present  logistics LMIS interventions,  innovations, issues,  provide   briefings on  the  status  of progress/development, and represent  the project. Assist  Country Director in preparing routine reports  (monthly/quarterly, PPMR, CSL Update, etc.)
  • Stay in  constant  communications  by  email, phone, and fax with staff and counterparts regarding all project  matters. Prepare technical  reports/briefing, and work to ensure completion  of routine administrative  activities  through the administrative associate.
  • Supervise  PLMs, MIS  Specialist  and  Warehouse  MIS/IT Officer  and  short  term LMIS Contacting  assistance towards  performance  improvement  culture by defining  performance  expectations  and conducting  periodic reviews of staff performance including identifying and  implementing corrective  actions  if performance is below expectations.
  • Plan, organize and implement  countrywide  training/refresher,  workshops  and orientation to  new  staff  and  relevant  stakeholders as necessary  in  the  area  of LMIS and any other  areas as requested  by the Country  Director.
  • Perform  other  related  duties  as assigned/delegated by the  Country  Director  and USAID.


Knowledge skills and abilities:

  • Excellent skills of managing high-tech projects and information systems
  • Ability to manage & monitor  forecasting, quantification  and procurement planning of commodities based on IT systems
  • Excellent  knowledge of Pakistan's  health  and population sectors
  • Ability  to provide  training support  as and when required
  • Excellent  spoken and English writing skills
  • Sensitivity to  cultural differences and understanding of  working  environment variations at the federal  and provincial governments
  • Ability  to work  well and to communicate effectively to diverse  stakeholders
  • Ability  to work  independently with minimal supervision
  • Ability  to coordinate diverse  activities
  • Excellent  computer skills, ability  to travel  at short  notice

Minimum recruitment standards:

  • Master degrees - Public Health, MBA and/or Social Sciences
  • 8-10  year experience of managing projects  for donor  agencies, GOP, or NGOs
  • Excellent computer skills,including word-processing and spreadsheets; experience in using  databases  and  making PowerPoint  presentations; with most  updated  knowledge of technological developments, such  as webbased, including MS Access
  • Fluent in written and spoken English and Urdu, and capable of producing routine and performance/issue-based reports  and graphical representations in English.
  • Self-motivated, able to work independently, and good Interpersonal skills  for building rapport with government counterparts.
